1 Job Announcement Staff Engineer I Opens: Tuesday, November 24, 2020 Closes: Open until filled Will begin reviewing applications on 12/08/2020 Status: Full-Time Hiring Range: $30.00—$35.00 per hour Competitive Benefits Package—see page 5 Under direction of the Public Works Director, the Staff Engineer I performs a variety of working level professional technical duties as needed to assist in coordinating and participating in the design, development and construction of city infrastructure. Responsibilities includes design and design review of development and capital infrastructure projects, preparation of contract documents and contract administration. Meet performance standards established with the employee’s supervisor. 2. Perform private development and capital infrastructure project reviews to assure compliance with established local, state, and federal standards. 3. Coordinate private development projects and capital infrastructure projects with other departments and agencies as necessary to complete project. 4. Provides engineering review for residential and commercial site development projects. 5. Design and oversee construction of capital infrastructure projects, which include, sidewalks, curb and gutter, storm drain, park strips, pavement, etc. 6. Calculate the quantity, quality, and cost of materials used for various CIP projects. 7. Reviews residential and commercial building permit applications for conformance with City codes, standards, and specifications. 8. Assists with traffic studies to support compliance with state and local codes to support project design projections. 9. Assists with neighborhood traffic calming requests. 10. Perform drafting-related functions such as plan sheet creating, import survey, design notation, etc. 11. Assist in survey duties such as driving stakes, holding rod, tape, level circuit, etc. 12. Coordinate activities with other departments and agencies regarding engineering requirements on site development, transportation, and storm drainage. 13. Assists with infrastructure inventories, pavement management, and maintenance of records and storm drain. 14. Make engineering design computations and check, design and prepare engineering plans and studies; prepare plans and drawings neatly and accurately. 15. Corresponds with developers, contractors, other governmental agencies and the public on development and public works construction projects. 16. Establish and maintain cooperative working relationships with other departments, City Officials, outside agencies, and the public. ---PAGE BREAK--- 2 MINIMUM QUALIFICATIONS 1. Education and Experience: a. Bachelor’s Degree from a regionally accredited college or university with major course work in civil engineering, land surveying, or related field. b. Successfully pass the FE exam. c. One - Four (1-4) years of progressively responsible experience directly related to above duties . 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. AutoCAD, ARCGIS, GPS experience is desired. 3. Knowledge, Skills and Abilities: a. Journey level principles and practices of civil engineering. b. Basic principles and practices of urban hydrology and environmental engineering. c. Applicable laws and regulatory codes relevant to assigned area of responsibility. d. Methods, materials, and techniques used in the construction of public works projects. e. Basic computer functions and software. f. Modern developments, current literature, and sources of information regarding engineering. g. Principles and practices of future development fee cost estimation. h. Principles of advanced mathematics and their application to engineering work. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings, weekends and holidays and may be required to travel outside City boundaries to attend meetings. Light physical effort and usually comfortable working positions. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to climb stairs; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information; to travel to other locations using various modes of private and commercial transportation. Secondary functions require field work in an outdoor setting. Outdoor work requires vehicle operation; extensive walking over difficult terrain with uneven ground, including shallow flowing creeks, steep slopes, and wet/slippery conditions; possible and frequent exposure to adverse weather conditions including heat, cold, rain and snow. 3. Vision: See in the normal visual range with or without correction 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance: Employee is expected to be in the city offices during normal business hours Monday through Friday. 17. Conduct comprehensive engineering studies and prepare reports with recommendations. 18. Prepare, understand, and interpret engineering construction plans, specifications, studies, reports, and other contract documents. 19. Perform other duties as assigned.
