MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School July 5, 2016 - 7:00 PM Pledge of Allegiance Introduction of Council Members In Attendance: Jeff Silvestrini (Chair), Joy Goddard, David Baird, Ken Smith Kumar Shah (minutes), Chuck Pruitt, Jemina Keller, V. Pasu Pasupathi, and John Knoblock Excused: Joan Haven Pledge of Allegiance Introduction of Members Minutes: We deferred Review of 6/21 Minutes. Reports: Detective Paul Peterson UPD: Distributed Case Report for Mt. Olympus for June 2016 and he also provided an integrated Case Report for Millcreek for March 2016. The Millcreek Report contained summary of Group A Crimes and also comparison statistics between Mount Olympus, Canyon Rim, East Millcreek, and Millcreek. Captain Robert Ayres UFA #112 Captain Ayres informed us that he is in process of formalizing report on types of calls # 112 receives so that data can be analyzed and service provided can be further improved. Towards that end he provided on Transported Totals, Total Calls, Types of health issue calls and other calls. He also provided copies of Wildland Fire Action Guide and talked about setting up of a Community Fire Prevention Council. Initial meeting will be planned in about next 4 weeks. Ken Smith was nominated to be Member of the Community Fire Prevention Council. The Community Fire Prevention Council will be developing a mitigation plan with community inputs to be formalized by August 2016. Business: Rezone request for 22 acres in Meadowbrook RDA: MOCC discussed the impact of the potential rezone of 22 acres in West Millcreek currently zoned M1 and M2 to RM. Salt Lake County is acting as the applicant ---PAGE BREAK--- for various owners in this region, with the intentions being to enact zoning that would follow the recommendations of the Meadowbrook Small Area Plan and support transit oriented development. The Millcreek Community Council is concerned about enhancing their tax base and feels that multi-family housing may not be the best option. The Millcreek Community Council is also gravely concerned that there appears to be a strong market driven trend to rezone commercially zoned parcels to facilitate more multifamily housing, which in turn further limits tax revenue to the pending Millcreek City. The Millcreek Community Council requested a 30 day delay in the RM rezone review process to study the issue further. Many property owners in the vicinity have voiced concerns about the long term uses of their land if they were to be rezoned RM. The MOCC endorsed a recommendation from Jeff Silvestrini made during the last Millcreek Township Town Council meeting to investigate rezoning the 22 acre properties to MD3 instead of RM, which allows greater commercial uses while still potentially heading off many of the permitted industrial uses that have investigated the site(s). The Millcreek Community Council was slated to hear the County planners' revised MD3 staff opinion and write up in its next meeting in early July. The MOCC also discussed options for investigating how to potentially prohibit last minute zone changes within the Millcreek Township prior to the city being fully incorporated on January 1, 2017.
