Wednesday's rainstorm that hit Millcreek at about 3900 S and 2000 E and traveled in a northeasterly direction through Olympus Cove dumped a record amount of rain according to the Mt. Olympus rain gauge located on top of the Olympus Cove Fire Station (click HERE if you are interested in tracking rain amounts in real time). The storm deposited 1-1/2 inches of rain in the 45 min period between 1:30 and 2:15 p.m. Based on the NOAA frequency estimates, this was between a 50 and 100 year storm event (1 to 2% chance of happening per storm). This quantity of rain overwhelmed the storm drain lines, causing several manhole lids in the ---PAGE BREAK--- area to dislodge because of the water pressure in the pipe. The problem was exacerbated on Hillside Lane, where the City recently replaced a storm drain. The inlet to the new storm drain was damaged by nearby private construction; a steel plate they placed over the inlet as an apparent temporary repair appears to have contributed to the flooding, sending the water into nearby neighbors' basements. Several roads in the City were temporarily closed by the large quantities of water, some of which took more than 30 minutes to drain. There were several reports of flooding throughout the eastern side of the City, which will be addressed over the next few days as more rain is in the forecast. Wednesday's flooding appears to be isolated to the storm path. While the storm drains were functioning as intended, we understand the confusion and frustration of residents on our east side wondering why it appeared that the new storm drains appeared to fail. Millcreek's storm drains are designed to handle a 10-year event, with anything additional expected to flow in the road. Installation of a system that could handle a 50-year event, such as we saw on Wednesday, would come at a heavy cost to taxpayers. This screenshot taken from KSL Vortex during Wednesday's storm shows that the heaviest rainfall was isolated to Millcreek's east side. Wednesday's storm serves as a great reminder to clean out storm drains. As the leaves begin to fall, it’s important to compost, mulch or rake and bag leaves before they end up in the gutter and block the storm drains. This includes leaves in your yard and in the adjacent streets. When the weather has a wet- dry-wet-dry pattern, the leaves create a solid mat or mass over the storm drains ---PAGE BREAK--- that severely or completely blocks the flow of stormwater. To avoid flooding in our neighborhoods, rake up leaves and sweep leaves off the street and storm drain, especially before forecasted rainfall. Neighborhood Meeting Regarding the Temporary Winter Overflow Shelter was Well Attended MILLCREEK. Mayor Silvestrini and members of the City Council met yesterday with Millcreek residents and neighbors of the Temporary Winter Overflow Shelter that will be located in the old Calvin Smith Library at 810 E 3300 S. The mayor, councilmembers, assistant city manager/planning director Francis Lilly, and UPD Chief Steve DeBry heard concerns and answered questions by attendees about the shelter and how safety concerns will be addressed.
