January 2025 Millcreek Together Code Update I 18.47 City Center Overlay Zone (CCOZ) Summary Sheet Chapter 18.47 City Center Overlay Zone (CCOZ) A. Purpose. The purpose of the City Center Overlay Zone (CCOZ) is to supplement and modify the standards of the existing commercial and multifamily zones to promote the creation of a walkable mixeduse city center for Millcreek, and to implement the goals and objectives of the Millcreek City Center Master Plan. The City Center is located approximately between Highland Drive and 1300 East, and 3000 South and along 3300 South and as particularly set forth on the Figure 18.48.1 below and the official Millcreek Zoning Map. The CCOZ is intended to facilitate development that promotes quality growth, fosters harmonious development and outstanding design, increases property values, and creates new retail, residential, and other commercial opportunities. B. What Changed. o All the original illustrations will be updated to reflect a uniform and consistent pattern with other chapters of the zoning code. o Updated cross sections for Highland Drive, 1300 East/Richmond, and Neighborhood roads. o The current CCOZ text explaining building stepbacks and setbacks has been modified to add more clarity. o The application procedures section is being relocated to the new “Procedures” chapter. o Clarifying language was added to the streetlight section providing streetlight pole height requirements based on road type. o Maximum building length for buildings in the CCOZ from three hundred (300) feet to two hundred and fifty (250). o An amendment that would only require 50% of first-floor non-residential commercial uses be required for one street facing façade for mixed-use building types located on a corner lot in the Neighborhood District of the CCOZ boundaries. Rationale for Changes. o The CCOZ primarily underwent template changes to integrate with other updated codes, improved illustrations, and some text modifications in areas where the code was unclear.
