Announcements UPCOMING PUBLIC MEETINGS Open House (Storm Water Utility Fee) Mon., 6/8/20, 5 pm City Hall 3330 S 1300 E (See announcement below) NEWS A MESSAGE FROM MAYOR SILVESTRINI ABOUT POLICING This week I was flooded with Millcreek residents’ concerns and suggestions for improving policing and preventing excessive use of force and racial and other bias. As Mayor and a Unified Police Department board member, I hear you loud and clear. I know something of the character of our officers and the efforts our department has already undertaken to prevent tragic results like ---PAGE BREAK--- Millcreek City Council Mon., 6/8/20 Work Session - 6 pm Regular Meeting - 7 pm City Hall 3300 S 1300 E Agenda below we saw in George Floyd’s death and far too many other unacceptable instances. Nevertheless, I appreciate that there is more we can do and that there is more to be learned through a community dialogue about appropriate police tactics, training and behavior. We all want to crush racial and other discrimination in policing, and every Millcreek resident has the right to feel safe. I honor peaceful protest as a necessary and fundamental right. Yesterday I participated with other mayors of cities in Salt Lake, Summit and Wasatch Counties in a peaceful protest at Salt Lake City’s City and County Building. The experience was humbling and informative. I got yelled at and I got thanked for showing up. I talked with several Millcreek residents who came to express their anger and frustration. I saw many of our UPD officers assisting to ensure the risk of injury to people and property we witnessed last Saturday evening did not reoccur. I was able to thank several of them. As much as I honor the right to peacefully protest, I also recognize the professionalism and restraint our UPD officers (40 from our own Millcreek Precinct) have demonstrated over the past week. Theirs is no easy task maintaining composure with protesters confronting them and blaming them for acts they did not commit. Certainly, our officers are not perfect. But I do know that UPD expends significant resources training them already investing in many of the strategies protesters are suggesting we implement. Among them: UPD officers train in de-escalation tactics, continuum of force protocols, using non-lethal force, and avoiding implicit bias. They are trained to react to behavior, not personal characteristics, particularly race, national origin, religion, sex, sexual orientation, gender identity, etc. UPD officers are subject to discipline for bad behavior, required to report every use of or threat to use any force, and there is space for peers to correct and criticize improper use of force by peers. The restraint method we saw with George Floyd is against UPD policy; so is maintaining any restraint beyond handcuffs once compliance is achieved. Our department strives to hire officers who reflect the community in diversity and only officers of good character, who choose to serve for the ---PAGE BREAK--- right reasons, are hired. UPD has mental health resources to help members of our community for which regular criminal justice is a shoe that doesn’t fit and we have domestic violence counselors to help in that unfortunate area. Clearly, we could use more resources for those things. I know our department is not perfect. Mistakes are made by human beings and police work an extremely difficult and dangerous job. There is room for improvement and there is a will to improve. I know many of our officers and I respect them a great deal. They are fine people who care about our citizens and our community and want to do good. I don’t report these things to foreclose better ideas and suggestions for improvement. Rather, I hope to share what we have been doing to reassure Millcreek residents and to set a baseline from which we can determine how we can do better. I intend to sponsor discussions, where hopefully we can have a constructive dialogue about how to improve our police force and move toward actual, reform. I have responded, as have our Council Members, to the communications we have received. We will continue to evaluate your emailed suggestions and work with our UPD officers and command staff to implement reforms to effect real and positive change. We hear you, and we want our policing in Millcreek to become the best it can be. Click here for more information about our policy and ideas. Jeff Silvestrini, Mayor MILLCREEK RESIDENT WORKING NIGHT AND DAY ON COVID-19 MILLCREEK. Millcreek resident Dr. Allyn Nakashima, formerly with the CDC, was Utah's epidemiologist from January 2013 until last year, ---PAGE BREAK--- when Dr. Angela Dunn was appointed. Dr. Nakashima's hopes to work part-time were dashed this spring when COVID-19 hit. Dr. Nakashima is the Healthcare-Associated Infections/Antibiotic Resistance Program Manager for the Utah Department of Health. During the pandemic, she has been working hard to secure the health and safety of people living in long-term care facilities. She explains that it is especially difficult to control the spread in memory care units, where residents don't remember to wash their hands, stay socially distanced, or wear masks. Part of her job is to make sure that such facilities are aware of the steps they can take to limit the spread of the virus among residents. Dr. Nakashima's non-stop work, night and day, has been interrupted only by the recent death of her 99-year-old father. We express our sympathy for this recent loss, wish her well, and thank her for her tireless work. Millcreek proud! Millcreek is once again participating with the Utah Rivers Council to provide subsidized rain barrels for our residents albeit later than usual due to coronavirus concerns. These popular rain barrels are on sale now on the Utah Rivers Council website ,with distribution to take place on a soon-to-be- announced Saturday during July. Water usage is way up because of our extremely dry spring. As storms begin to move back in this week, you can reduce your water bill by utilizing a rain barrel or two to capture and save rain water for future use watering your garden. Another important benefit of using a rain barrel is that rain water captured where it falls is kept out of the Millcreek storm drains, which reduces the burden on storm water infrastructure that is old and failing in some locations.
