This position works with the HR-Finance Director to ensure the accuracy and integrity of the City’s general ledger. ESSENTIAL JOB FUNCTIONS 1. Maintain accounting records and balance accounts. 2. Prepare reconciliations, journal entries, and assist in the preparation of financial statements and other reports. 3. Assist in the preparation of the annual budget, budget amendments, and quarterly reports. 4. Assist with year-end financial audit functions including gathering information, coordinating with external financial auditors by providing working papers, schedules, and information as requested, and coordinating field testing of financial records. 5. Assist in the preparation of financial projections and conduct related forecasting for future projects needs for the City. 6. Assist other departments by resolving financially related problems and reviewing internal controls. 7. Maintain files in a timely and complete manner and ensure that all documentation is filed appropriately and is accessible as required. 8. Provide transparency data to the State as required. 9. Perform other duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Graduation from an accredited college with a bachelor’s degree in accounting, finance, or closely related field; and ---PAGE BREAK--- 2 b. Five years’ directly relevant experience in accounting. c. At least 2 years’ in governmental accounting is desired. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Must be bondable. c. Certified Public Accountant (CPA) designation preferred. 3. Knowledge, Skills and Abilities: a. Strong knowledge of and the ability to apply generally accepted accounting and auditing principles. b. Knowledge of GASB, budgeting, auditing, and reconciliation; Utah Code Title 10; municipal taxation, and revenue management. c. Skill in the use of personal computer applications such as spreadsheets, word processors, databases, etc. d. Ability to maintain the City’s accounting software and database system. e. Ability to communicate effectively verbally and in writing; follow verbal and written instructions; and establish effective working relationships with elected officials, federal and state agencies, local governments, City staff, and the public. f. Ability to analyze routine and non-routine financial situations, solve problems, and present alternatives; skill in preparing and analyzing complex financial reports. g. Ability to exercise independent judgment and make sound decisions. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to attend meetings, etc. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5.
