January 2025 Millcreek Together Code Update I 18.40 Mobile Home / Tiny Home Zone (MHTH) Zone Summary Sheet Chapter 18.40 Mobile Home / Tiny Home (MHTN) Zone Summary A. Purpose. The purpose of the Mobile Home / Tiny Home (MHTN) Zone is to update the existing chapter 19.46 Residential Mobile Home Zone from only allowing mobile homes to include tiny home parks as well. Standards are aimed to encourage ownership of mobile homes and tiny homes within developments. Currently, there is no area of Millcreek with this zoning designation meaning any development would have to go through a rezone application that would include a development agreement. Adding the option for multiple housing style options within Millcreek is laid out in the Millcreek General Plan Goal N-2: Choice. B. What Changed. o Added tiny homes as a permitted use within the zone. o All mobile home and tiny home park developments must follow a conditional use process. o New developments are required to be platted to encourage homeownership. o Removal of minimum 5-acre lot minimum size to allow for smaller developments. o Better standards for pad areas, setbacks, and height rules that should allow for more flexibility in site layout and location. o Added accessory structure standards o Added open space requirements. o Removed extraneous uses found in the RMH zone. o Added design standards. C. What Remained the Same. o Front and rear yard setbacks will remain the same. o Coverage standards have not changed. D. Rationale for Changes. The current RMH code was adopted from Salt Lake County’s zoning code and lacks many standards and criteria found in most other zoning code sections. Making this zone more accommodating to changing housing styles and encouraging home ownership, aligns with goals laid out in the Millcreek General Plan. The updated code gives a framework for new developments that will allow for a more robust public approval process than the current standards allow for.
