MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School May 3, 2016 - 7:00 PM Pledge of Allegiance Introduction of Council Members In Attendance: Jeff Silvestrini (Chair), Joan Haven, David Baird (minutes), Ken Smith Pasu Pasupathi, Kumar Shah, Jemina Keller and John Knoblock Excused: Joy Goddard, Chuck Pruitt Also in Attendance: Paul Peterson (UPD), Kyle Taft, Rita Lund (Township Services), John Miller (Township Transportation Engineer), Rep. Patrice Arent, Kurt Zimmerman, Bev Uipi, Barbara Cameron (Big Cottonwood CC). Minutes: Minutes from the April 19, 2016 meeting were discussed and approved. Reports: Detective Peterson (UPD) distributed the crime report. Rep. Arent provided a summary of the recently completed legislative session. The council was briefed on the new waterline replacement project along Millcreek Road between Millcreek Canyon Road (3800 South) and Wasatch Boulevard. The council requested that better construction signage be implemented that does not discourage visitors from visiting businesses in Millcreek Canyon. BUSINESS: 1. John Miller, Township Transportation Engineer, presented two options for eliminating bus parking problems current causing traffic concerns near 3900 South Wasatch Blvd. Option 1 would create a dedicated/restricted eastbound lane on 3900 South for strictly bus use as they turn into the park and ride lot. This option would eliminate one of the current eastbound lanes that feed traffic eastbound through the Wasatch Blvd intersection. Option 2 would create a larger raised median to channelize the bus into a left hand ingress turn lane and a left hand egress turn lane into eastbound 3900 South traffic. This option preserves 2 lanes heading east from the Boulevard. Both options provide the required left hand turn uses for traffic wanting to head north (left) on ---PAGE BREAK--- Wasatch Boulevard. The Council raised concerns about possible negative effects of removing an eastbound lane on surrounding businesses (Sinclair, Wells Fargo, etc.) and the engineers were willing to speak to them about any concerns the businesses may have. The Council also raised concerns about the length of the traffic queue heading east under the freeway underpass, especially during snow. Mr. Miller promised to deliver the full traffic study performed by Fehr & Peers to the council for their review. In addition, the traffic study may not have addressed required changes to the offramp lane striping that may be necessary for Option 1. The Council unanimously passed a resolution of preliminary support for Option 2 which preserved two lanes of eastbound traffic. Motion was made by John Knoblock and seconded by Kumar Shah. 2. Bev Uipi presented an update on the Millcreek Senior Center Program. The programs currently have more than 3,300 participants and offer a wide variety of social and fitness activities. Ms. Uipi also expressed great pride in the local support of the Skyline High School Community of Caring program, which sends high school students to the Center to assist seniors with technology needs such as cell phones or computers. 3. The Council discussed the pending Mountain Accord legislation, but expressed concerns on the vagueness of the maps. Local ordinances such as FCOZ remain in place. Parsons Brinkerhoff is currently conducting a study of the Big and Little Cottonwood Canyon transportation plans contained within the proposed legislation. On the federal level, the Accord would be viewed as “Consensus Legislation” which should help expedite its approval. Time is of the essence to get the federal approvals completed, but community councils should have the ability to review the final legislation. Efforts are underway to increase property owner representation on the Commission overseeing the Accord once it’s passed. Barbara Cameron (Big Cottonwood Community Council Chair) forwarded a letter requesting that all community councils be given more interim progress updates through this legislative process. The Council also wanted to make sure that the new Millcreek City had the same standing as other cities (Cottonwood Heights/Sandy) on the Accord Commission once the city is incorporated in 2017. Kumar Shah made a motion to request the drafting of a letter to the Mountain Accord Commission to keep the Community Council(s) engaged, have the ability to review the legislation and to recommend actions.
