1 Job Announcement Finance Director Opens: Friday, October 1, 2021 Closes: Open until filled Will begin reviewing applications on 10/15/2021 Status: Full-Time, Exempt Hiring Range: $98,000 —$105,000 Annually Competitive Benefits Package—see page 6 Under general direction from the Assistant City Manager and Mayor, the Finance Director provides professional, administrative, and supervisory work related to organizing, directing, coordinating, and monitoring the finance and human resource functions of the City. Incumbent also oversees the City’s Strategic Planning process. Meet performance standards established with the employee’s supervisor. 2. Oversee the implementation of City financial policies; direct and control all City financial functions. 3. Administer current and long-term financial and strategic planning activities. 4. Prepare and administer the City’s annual operating and capital budget; monitor revenues and expenditures. 5. Perform fiscal analysis, trend analysis, revenue forecasting, debt service planning, and capital budgeting and planning. 6. Attend city council meetings and present quarterly financial reports, budget amendments, and other financial reports. 7. Work with independent auditors in conducting the annual audit of the City; monitor and participate in resolving audit issues; review drafts for accuracy; follow up and report on implementation of auditor findings. 8. Ensure bank statement is reconciled to City books at close of each month; prepare journal entries to record necessary transactions or adjustments. 9. Make recommendations and advises the Assistant City Manager and Mayor on human resource matters, organization, and administration. 10. Oversee all Human Resource mechanisms related to compensation, classification, recruitment, benefits administration, performance evaluation, training, succession planning and other applicable human resource services. Graduation from an accredited college with a Bachelor's Degree in accounting, finance or closely related field; Master’s Degree preferred; b. Five to Seven (5-7) years progressively responsible experience at least two of which must have been in a supervisory capacity. c. Prior experience working in local, state, or federal government is preferred. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Must be bondable. c. Certified Public Accountant (CPA) designation preferred. 3. Knowledge, Skills and Abilities: a. Knowledge of economic and accounting principles and practices. b. Knowledge of business and management principles involved in strategic and financial planning. c. Knowledge of human resource management principles, methods, techniques, and ability to apply in a quality orientated environment. d. Working knowledge of spreadsheet, word processing and database programs. e. Working knowledge of laws and regulations governing accounting responsibility and City budgeting procedures. f. Ability to maintain the City financial software and database system. g. Ability to exercise reasonable judgment and make sound decisions; be self-motivated; assign, supervise and evaluate the work of subordinates; address employee performance problems. h. Ability to analyze and solve complex problems; analyze situations and make sound recommendations. i. Ability to prepare and present effective reports and oral presentations; manage department budget; make decisions and perform efficiently under pressure/ deadlines. j. Ability to coordinate work and services with multiple organizations; develop, implement and evaluate programs; communicate professionally and effectively (orally and in writing); speak/present in front of public audiences of various sizes; compose professional correspondence, reports, contracts, and other documents. k. Ability to plan, organize, and prioritize work. l. Develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, City staff and the public. m. Skill in the art of diplomacy and cooperative problem solving. 11. Provide supervision of HR-Finance Technician and Human Resource Manager. Provide training for new employees; assign and monitor work; evaluate performance in compliance with City policies, procedures, and practices; discipline employees when necessary and in compliance with City policies and procedures. 12. Assist in developing, implementing, and monitoring cost-effective insurance programs to cover city-owned property, vehicles and employees, including surety bonds. 13. Perform other duties as assigned. ---PAGE BREAK--- 3 WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to attend meetings, etc. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5.
