The Millcreek City Council continues to gather information about the H.B. 411 Community Renewable Energy process for transitioning to renewable electric power by 2030, and related ratemaking concepts. The Council will receive public comment at the City Council meeting at 7:00 pm on Monday, October 28th. The H.B. 411 Community Renewable Energy Act can be viewed here. LOOKING AND PLANNING AHEAD MILLCREEK. As Millcreek residents know, we have two seasons in our part of the world – winter and road construction. Road projects are impacted by cold weather as asphalt plants close down when the temperature drops pushing the need for construction to be completed during better weather. Construction delays can be annoying, and Millcreek is working hard to minimize impacts. The largest city construction project coming up this spring will be the reconstruction of 3900 South between I-215 and 2300 East. This is a joint project between Millcreek and the City of Holladay to address the failing pavement along this section of 3900 South. This project will create a safe and ---PAGE BREAK--- 10/28/2019 H.B. 411 Community Renewable Energy Act Update 3/13 visually pleasing corridor that accommodates motorists, cyclists and pedestrians. $8.7 million in grants have been obtained for the project which will include continuous sidewalks, curb & gutter, storm drains, streetlights, improved pedestrian crossings, dedicated bike lanes and enhanced UTA bus stops. Construction is scheduled to begin around June of 2020 and communication with residents will be a top priority. An open house was held on October 23rd that was well-attended and door-to-door visits are underway as part of a robust community outreach plan. Two lanes of travel will be maintained during construction and the roadway will not be closed. The stretch of 3900 South from 700 East to 900 West that is shared between Millcreek and South Salt Lake City also needs work (although not complete reconstruction) and Millcreek is working with South Salt Lake to mill and overlay this section soon. A re-work of 900 East between 3900 South and 4500 South (as was done north of 3900 South) is also funded, although construction will not occur until 2021 due to the need for additional right-of-way to install complete sidewalks. Preparations will begin early in the spring in anticipation of the creation of the open-space area along the faultline that bisects our City Center area. Demolition activities and ground preparation will take place in early spring of 2020, prior to most road construction projects throughout the city. This project is not expected to require any road closures. Other capital improvement projects are in the works for 2020, including reconfiguration of the intersection of Jupiter and Brockbank Drives to mitigate a safety concern; drainage projects on Central Avenue, Scott Avenue and Hillside Lane where minor flooding has occurred; and a number of short sidewalk projects including several on 3300 South and 700 East. Another project which will be undertaken in Millcreek in 2020 by the Granite School District is the rebuild of Skyline High School. The school will be rebuilt on the site of the existing buildings, but will be phased so that Skyline remains open during the two-year construction period. No road closures are anticipated in connection with the rebuild, which will start on the northern half of the campus. The city is anticipating construction to begin on several private projects in the City Center area. Construction-related activities will be staged directly adjacent ---PAGE BREAK--- 10/28/2019 H.B. 411 Community Renewable Energy Act Update 4/13 to the developments and minor utility work should not require road closures. The Millcreek communications department will continue to release information through the various city media channels as they relate to each project and the city engineering department will do all we can to minimize all construction- related activities as we anticipate a year of activity throughout Millcreek. Freeway Exit on I-215 Closed This Weekend Drivers are advised to plan for a freeway exit closure on I-215 near the mouth of Parley’s Canyon this weekend. The exit closure will require drivers to follow detour routes and could create minor delays. I-215 exit to eastbound I-80: Near Parley’s Canyon, the exit from the I-215 east belt to eastbound I-80 (Exit 2) will close for four nights, from Sunday, Oct. 27, through Wednesday, Oct. 30. The exit will close at 9:30 p.m. each night and reopen by 4:30 a.m. Drivers will need to continue on westbound I-80 to 1300 East (Exit 126), where they can turn around and get onto eastbound I-80. Crews will be completing prep work prior to replacing the electronic overhead sign on I-80 at the mouth of the canyon. Construction schedules are weather-dependent and subject to change. A Spooky Good Time MILLCREEK. Lights dimmed, music blaring, and a room full of spooks—after months of preparation, the Nightmare on 23rd Dance was finally underway. Flashback to the middle of summer: the Millcreek Youth Council (MYC) met to discuss plans for future projects. A few ideas were tossed around, one of them being a Halloween dance collaboration between MYC and the Jean Massieu School of the Deaf (JMS). The MYC was thrilled at the prospect of two different high school populations, hearing and deaf, teaming up to plan a dance that all could enjoy. The Youth Council got right to work contacting JMS, organizing a playlist, and purchasing decor. Before they knew it, the day of the dance arrived. The night started out with a dazzling photo booth, refreshments, and swarms of costumed students entering the doors of the gymnasium. And what a night! Not only did the attendees dance their hearts out, but several meaningful connections were made as hearing and deaf students made strides in communicating with each other. “Everyone danced together, and it was so much fun! It didn’t even matter that many of us couldn’t speak ASL fluently; everyone was just happy to be there,” says Youth Council member, Aarushi Verma. ---PAGE BREAK--- 10/28/2019 H.B. 411 Community Renewable Energy Act Update 6/13 Another member, Sven Karabegovic said, “Although it may not have been the grandest of dances, it was definitely the best I've ever attended because I got to see students from JMS enjoy themselves so much.” The Nightmare on 23rd Dance was an experience the Millcreek Youth Council won’t be forgetting soon--in fact, they're already planning next year's dance!
