Millcreek Community Council Agenda Tues, Jan 16, 6:30 PM (MDT) Adventure Hub, 1354 E. Chambers Ave. - Millcreek Common 1. 6:30 pm Welcome, Introductions, Approve December Minutes and Agenda - December minutes were approved. Present at the meeting were Dan Donahoe, Allen Sowards, Jeremiah Clark, Jamie Walker, Jacob Richardson, Kristy Chambers, Emily Wright, Eric Chip Spencer. 2. Meeting conducted by Jeremiah Clark. Jamie Walker manned the timer. Chip Spencer recorded minutes. 3. 6:40 pm City and Civic officials comments, reports. - City officials did not attend the meetings. 4. 6:50 pm Citizen Comments (2 min per person). None presented. 5. 7:00 pm Planning Commission Items - Discussed below. 6. 7:00 MCC Leadership Elections: a. Linda Bagley - Gibson, Rick Hansen, Guy Warner, and David Tola stated that they wanted to be considered for MCC open positions. Each spoke about themselves and answered questions from MCC members. The MCC will vote after the meeting and announce the new members following the vote. Jeff (Last Name Unknown) stated that he would like to be part of the MCC, but did not stay to make his presentation and was not considered. b. Kristy Chambers was approved to be the MCC Second Vice-Chairman, and Jacob Richarson was approved to be the First Vice-Chairman. Announcements: 7. Saturday, 10 February 2024 - 8:30 to Noon - Millcreek City Hall, Community Council Meeting and Land Use 101 training. This training is required. The training will be recorded and Community Council members will have to certify to Francis Lilly that they have watched it if they cannot attend the February 10 meeting. 8. Please review and send the signed Volunteer Agreement to Rita Lund. VOLUNTEER HANDBOOK [EMAIL REDACTED]. All MCC members should send the Volunteer Agreement to Rita Lund via email or by dropping it at the city office ASAP. 9. 7:25pm Planning Commission Items: Staff is seeking a recommendation from each of the Community Councils in addition to input and feedback regarding the proposed updates to the Light Manufacturing Zone, the Mixed Development (MD) Zone and the Mixed Development (MD-3) Zone. Feedback from the Community Councils on the proposed updates is crucial in ensuring that the zoning code aligns with community needs and aspirations and is significant in shaping Millcreek. ---PAGE BREAK--- M_MD_MD-3 Zones Community Council Staff Memo The M zone is not being expanded. Judy Lever (citizen), Lever Auto, had questions and she and Robert May from the city agreed to meet together in the future to discuss them. There were questions from MCC members also, and it was decided that this matter would be tabled, without a decision, until the next meeting. The MD-3 zone, a legacy zone, is being changed to help Millcreek Gardens be better able to conduct their business. The zone will allow green houses. The MCC recommended the zone changes as proposed by the city. The MD zone was discussed, and a motion was made and approved to table the discussion until the next meeting. ZM-23-008 / SDA-23-006 This request for rezoning from the Agriculture zone to R-1-5 zone involves two lots that will be combined. The R-1-5 zone is a single family residential zone. The MCC recommends that the zone change be approved as written by the city - see the link above. 10. Subcommittee reports: Subcommittees will be asked to provide updates at each meeting. The policing subcommittee will provide an update in February 2024. a. Leadership: (past chair, current chair, 1st v.c., 2nd v.c., secretary, treasurer meet the week before MCC to review agenda and get reports from subcommittee chairs) b. Emergency Preparedness: Allen to report on updated Emergency Cache supplies (organize and stock cache locations, attend city emergency meetings, other) c. Communications and Social Media: (field community concerns on social media, share photos of community events and council meetings, general networking and marketing) d. Community Service: (create, participate in and bring awareness to service opportunities in our community, weekly mobile food pantry, other) e. Events: (work with Venture out on events, create new events, etc.) f. ACCT: meetings, etc.) g. Traffic committee/Streets and Roads: (Dan Donahoe has details, work on speed limits, speed bumps, cross walks, sidewalks, stop lights, bike lanes etc.) h. Affordable Housing: (search out ways to place tiny homes, homeless villages, etc., work on rezoning or piggyback zoning with manufacturing areas, other) i.
