MILLCREEK Job Posting PUBLIC WORKS INSPECTOR I Hiring Range: $22.00/Hour - $28.00/Hour Competitive Benefit Package Posted: February 5, 2019 Posting Closes: February 19, 2019 JOB SUMMARY Under general direction of the Public Works Director, the Public Works Inspector I performs construction management duties, including construction inspection and quality assurance on public works and development projects related to general improvements to public rights-of-way. Incumbent also performs administrative processing and tracking of projects related to Public Works permit applications, information dissemination for Millcreek Standards and Specifications, tracking and coordination of performance bonds, maintains permit files and plans for permanent record. Also ensures compliance with applicable standards, codes, designs and specifications. This includes utility coordination activities with outside agencies and assistance with Storm Water Management Program compliance. This position is 24 hour on-call. POSITION(S) SUPERVISED This position has no supervision responsibilities. TYPICAL DUTIES 1. Inspect all aspects of municipal utility, road and sidewalk projects for conformity to project plans and specifications 2. Document work performed by contractors through daily inspection reports and project photographs. 3. Verify quantities of work performed each day and provide quantity take-offs for pay requests. 4. Provide high level expertise in administrative and customer service functions for the Public Works Department including assistance and receiving phone calls with knowledge of building applications/permits. 5. Perform technical and administrative support functions related to the processing and issuance of Public Works permits, including review of grading and excavation permit applications and related documents to ensure completeness and compliance with relevant codes. ---PAGE BREAK--- 6. Assist in resolving problems related to the permit review and issuance process. 7. Oversee Public Works permit bonding and insurance requirements for work within the public Rights-of-Way 8. Review field order and change order requests. 9. Verify materials delivered to the jobsite match the approved submittals. 10. Walk the project to identify unsafe work conditions and non-compliance. 11. Coordinate scheduling of soils, asphalt and concrete testing as required. 12. Coordinate with the local residents regarding impacts of construction. 13. Maintain accurate as-built record drawings for the project. 14. Review and issuing excavation permits and inspecting all road cuts for other agencies and contractors working within Millcreek boundaries. 15. Enter and maintain data into iWorq, Millcreek’s tracking system. 16. Perform other duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Graduation from high school or GED; and b. Experience in the construction trades involving some responsibility for designing, surveying, contract management, construction superintendent, and/or review of public works or closely-related projects, permitting; c. Any combination of training, education, and experience equivalent to four years’ full-time employment. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. RSI Stormwater Inspector certification or ability to obtain within 6 months. 3. Knowledge, Skills and Abilities: a. Considerable knowledge of public works construction management, inspection, methods and materials; b. Knowledge of contract administration and pay estimates; c. Knowledge of Public Work Permitting, bonding, grading; d. Working knowledge of methods and interpretation of soil analysis, materials, compaction and density tests; e. Working knowledge of surveying and surveying methods; knowledge of drafting and engineering. f. Ability to read and interpret plans and specifications; g. Ability to use tact and diplomacy under stressful situations associated with enforcement of Millcreek’s ordinances and policies; h. Ability to make decisions and use good judgement; i. Ability to establish and maintain effective working relationships with employees, contractors, other departments and the public; j. Ability to follow written and oral instructions; ---PAGE BREAK--- k. Competency using Microsoft Office (Outlook, MSWord, MSExcel, etc.), and other computer tracking software (ex. City tracking program, iWorq); l. Competency in communicating clearly and concisely with regulatory agencies, property owners, utility representatives, contractors, developers, City personnel, and the public both orally and in writing. WORKING CONDITIONS: 1. Environment: Work is split between field and office settings. While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The field noise level in the work environment is usually moderate to loud. Employee will be required to sit at a desk or in a truck while using a computer to document and track project progress. Incumbents may be required to work extended hours including evenings, weekends and holidays and may be required to travel outside City boundaries to attend meetings/trainings. 2. Physical: Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand eye coordination is necessary to operate testing instruments, computers and various pieces of office equipment. While performing the duties of this job, the employee is regularly required to walk extensively over difficult terrain, steep slopes, and wet/slippery conditions; stand or sit; talk or hear; use hands to finger, handle, feel or operate objects, tools, key board, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; to lift, carry, push, and/or pull light to moderate amounts of weight; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information; and frequent exposure to adverse weather conditions including heat, cold, rain and snow. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Expected to be in the city offices or on project work site during normal business hours Monday through Friday.
