Millcreek Community Council Minutes January 4, 2022, 6:30pm 6:30pm Millcreek Community Council virtual meeting credentials The meeting will be held in-person at City Hall in the Promise Room, with a virtual option via GoToMeeting. 1. Introductions: a. Mayor: b. Council members: Tom DiSirant c. Community Council members: i. Members Present: Jamie Walker, Allen Sowards, Chip Spencer, Quentin Wells, Amber Measom, Daniel Blaser, Lynda Bagley Gibson, Sahara Hayes, Hilary Lambert, Robert Brough ii. Members excused: Diane Angus iii. Moderator: Jamie Walker iv. Minutes taken by: Hilary Lambert 2. Police Report: Detective Christian Thompson: November Statistics, these numbers are consistent and standard for the time of year a. Calls for service: 2,930 b. Total cases: 987 c. Total citations: 484 d. Booking arrests: 44 i. 2 aggravated assaults, 10 blurgalries (5 residential, 1 arrest, others under investigation), 54 criminal domestivs, 70 vehicle burglaries, 0 robberies, 5 sex offenses- this data is available on the UPD Crime Map e. Winter parking reminder: From Nov. to April no parking is allowed on snowy days or when snow is on the street f. 400,000 child id kits received (fingerprints, dna, etc) available at Millcreek precinct g. Illegal camps are being cleaned up (2 in Big Cottonwood Park, one residential area), if you see a camp let UPD know and they will work with health dept. to clean it up 3. Review and approve December Minutes; a. motioned to approve, seconded b. All in favor except Allen abstained due to his absence last month 4. Applications: None 5. Other a. Nominations for second vice chair (Daniel Blaser is 1st vice chair) i. Allen ii. Diane- nominated, but can’t be voted on due to absence iii. Amber 1. 9 votes for Amber 1 for Allen 2. The votes are in, Amber will be 2nd vice chair next year b. Subcommittees and meetings i. City Council Meeting- Chair or vice chairs in rotating fashion attend, 2nd and 4th Mondays at 7pm ii. Planning and Zoning- Amber and Wayne rotate, 3rd Wednesday ---PAGE BREAK--- 1. The Planning Commission is a volunteer body whose members are appointed by the Mayor, with the advice and consent of the City Council. The Planning Commission public meeting is a public forum where the Planning Commission receives comments from applicants, the public, applicable agencies and staff regarding land use applications and other items on the Commission’s agenda. In addition, it is where the Planning Commission takes action on these items. Actions may include: approval, approval with conditions, denial of legislative items, continuance, or recommendation to other bodies as applicable. iii. ACCT- Robert 2nd Thursday at the County Office Building on 21st 6:30-8:30 1. The Association of Community Councils Together includes a representative from each community council in the county, including unincorporated areas like White City, Magna, Parleys Canyon. It meets the second Thursday of each month. As with our CC meeting there is a standing invite to the fire chief and police chief for a report. Local issues are discussed which might impact other districts in the county, then there is a guest speaker. Guest topics have included congestion in the Cottonwood Canyons, a report from DWS about the affordable housing situation, a report from the Utah rivers council about mismanagement of water in our state to name a few. Last week’s meeting was all about the proposed mine in Parley’s. iv. MCCA- Diane and Allen v. Promise Program Advisory Committee- Quentin Wells 1. The person who can provide an accurate description is Kayla Mayers, new Promise Program Director- [EMAIL REDACTED] vi. Emergency preparedness- Diane vii. Activities committee- Diane, Sahara, Allen c. Emergency Prep Update: 3-4 bids have been submitted, 2 one time use cache pods have been chosen i. Millcreek Stake (or State Street location just over the border in Murray) and James Moss Elementary sites are approved ii. Andrew will give an approval letter and give us lists for what to stock each with, and we will use our budget to stock them iii. This year we will work on 2 additional locations d. What is working/not working discussion i. Jamie gives big thumbs up to Hilary and the agendas and paperwork and to the city for their communication ii. Allen gives a big thumbs up to the bylaws, and now we all need to do a better job of learning and using them and for the work on the emergency caches iii. There are some suggestions to make things better, including: 1. Keep using the timer and keep meetings moving and quicker 2. Read materials more thoroughly and do your homework so meetings can move quicker 3. We need more and better education for “What should a community council member know?” for onboarding new members and for us to reference during our service 4. What expectations do we have of new leadership? Think on this and add to google document 5. It is also a good idea for us to get to know one another better- Jamie is inviting us to dinner at his house to socialize outside of a meeting.
