January 2025 Millcreek Together Code Update I 18.38 Medium Density Residential Zone (R-4) Summary Sheet Chapter 18.38 Medium Density (R-4) Zone Summary A. Purpose. The purpose of the Medium Density Residential R-4 Zones is to establish medium density housing opportunities within Millcreek, which are consistent with the city's general plan for medium density residential areas within the city. It is the intent to balance neighborhood compatibility with the private property interests of those who wish to expand, develop, improve, or otherwise make exterior modification to their residential property. B. What Changed. o Changed from R-4-8.5 to just R-4 o Added design criteria and building envelope requirements from R-1 and R-2 with no neighborhood compatibility modification (NCM) options. o Removed outdated uses such as airports, cemeteries, and bed and breakfast sites. o Updated tables and images. C. What Remained the Same. o Spatial requirements with the exception of newly added design criteria and building envelope requirements from R-1 and R-2. D. Rationale for Changes. Maintaining our medium-density R-4 zones is critical for balancing housing affordability and supporting the transition from low-density residential to medium-density residential development. By preserving medium-density R-4 zone, Millcreek can offer more diverse housing options at varying price points, helping to meet the needs of a wider range of income levels. Staff anticipates the medium density zone will help allow for gradual and strategic growth, which can better accommodate the housing needs of a diverse population.
