7/29/2024 - NO MILLCREEK TAX INCREASE; MILLCREEK PROMISE THANKS VETS; NIGHT OUT AGAINST CRIME; etc. View this email in your browser ANNOUNCEMENTS Public Meetings Joint City Council and Planning Commission Meeting Mon., 7/29/24, 5pm City Hall, 2d floor 1330 E Chambers Ave See agenda below NEWS Tax Notices are Showing up in Mailboxes — No Increase on the Millcreek Line MILLCREEK. Property owners throughout the county are receiving their 2024 Notice of Property Valuation & Tax Changes from the Salt Lake County Auditor. You can see in the second green column in the sample notice above that increases are being proposed this year by Unified Fire, Granite School District, Salt Lake County, and the ---PAGE BREAK--- East Mill Creek Community Council Thurs., 8/1/24, 6:30pm Granite Credit Union Adventure Hub 1354 E Chambers Ave Central Utah Water Conservancy District. But Millcreek has not proposed any increase for the coming fiscal year. The City Council has worked diligently to keep tax increases at bay while providing all of the services our residents require and as many as possible of those that they request. The notice has a helpful feature—a QR code at the top left of the notice—that gives property owners the ability to easily access additional information about each taxing entity’s line item. Scanning the QR code on your own notice will bring up a digital copy of your tax notice. Each taxing entity name on your digital notice is a link you can click on to review that entity's information about its budget. Millcreek's finance team has prepared a Budget-in-Brief that will pop up when you click the Millcreek line on the tax notice. The Budget-in-Brief will give you some of the City Council's Strategic Plan objectives and a set of Quick Facts about Millcreek. A page is dedicated to the revenue side of the city budget showing where the funds come from to provide essential services for our residents. With regard to property taxes, the council determined upon incorporation that property taxes would be dedicated exclusively to law enforcement, following the pattern set by the county before incorporation. Property taxes are the most stable revenue that the city receives and it was decided that stability was needed in order to provide the high quality policing services Millcreek residents deserve. You will see that 46% of the city revenue comes from sales taxes. When you hear the words "buy local" this is why. When you go out to dinner with the family or purchase goods from a store in Millcreek, the city portion of those taxes comes to Millcreek to pay for needed services, such as wintertime snow plowing or summertime park maintenance. The more you "buy local", the more revenue is available to the city for these types of services. The Budget-in-Brief then shows how revenue is utilized with the biggest portion —59%—going toward professional and contract services, including ---PAGE BREAK--- public safety. 24% of that 59% is paid through contracts with Salt Lake County for public works services. Information is also provided regarding capital projects, including how City Hall, the Millcreek Common, and storm water management are being funded Note that the bulk of the expenses for the new City Hall and Millcreek Common are being covered through bonding and grants. Page five discusses funding sources for road maintenance, and lists upcoming road and transportation projects. Note that out of $25.9M in funding sources for upcoming transportation projects, only 7.3%, or $1.9M, comes from the general fund. The remaining sources (federal, state and regional) are grants for which the city has successfully applied. Our staff aggressively watches for grant funding opportunities to supplement the city budget and has been very successful in its efforts. The Budget-in-Brief should be helpful to you as you look through your tax notice. The City Council is happy to have been able to hold the line on tax increases this year. The 7th annual Canyon Rim Cares Day of Service event took lace this past Saturday at Canyon Rim Park. Millcreek Promise, along with several other community organizations, provided several onsite service projects in which residents could participate. Collyn Mosquito and Mary Draper of ---PAGE BREAK--- Millcreek Promise, along with Promise high school intern James, helped community members create cards for veterans at the VA in Salt Lake City. Children, teenagers, and adults wrote words of gratitude and encouragement, and drew heartfelt pictures. In all, participants created around 200 cards for Promise to give to the VA. Thank you for the support, Canyon Rim! Night Out Against Crime & Rolling Car Show Tuesday, August 6 at Big Cottonwood Park from 5-8 PM ---PAGE BREAK--- Night Out Against Crime is part of a national campaign that culminates annually on the first Tuesday in August. The event enhances the relationship between neighbors and law enforcement to promote positive police-community partnerships. The Hobby Shop features racing collectors, builders, and creators of all kinds. Test your race skills and techniques with other enthusiasts. $5 Admission for Racetrack, $5 for Crawler Courses. The Hobby Shop also features exhibits, special workshops, and unique items, including LEGOs, games, and model cars available for purchase from Bricks & Minifigs, M.R.S. Hobby Shop, Scale Model Car Exhibition, and Sci-Fantasy. Clark Planetarium’s Stellar Playground exhibit will feature interactive fun and allow users to experience the mysteries of the cosmos by creating massive stars, black holes, and more. Sci-Fantasy has workshops during the Hobby Shop with sessions available for beginner to intermediate users; follow them on social media for updates.
