Announcements PUBLIC MEETINGS Planning Commission Wed., 1/18/23, 5 pm City Hall, 3330 S 1300 E NEWS City Council Looks Forward to 2023 and Beyond MILLCREEK. The City Council and staff met yesterday to discuss projections and goals for the City for 2023 and beyond, and to let our state legislators in on our priorities. In a strategic planning session that started the ---PAGE BREAK--- Or join virtually HERE Agenda below day, each department head presented a 2022 Year in Review and goals for 2023. (Stay tuned to this newsletter, where we'll publish their lists.) The council discussed formulation of the City's budget for the next fiscal year, and the council's priorities, as well as projections for the next five years. Legislators representing Millcreek joined the Council and staff for lunch, including Senators Stephanie Pitcher and Nate Blouin and Representatives Doug Owens and Sahara Hayes. They discussed the City's priorities for the upcoming legislative session, including, among other issues keeping a close eye on any potential legislation that would allow the proposed mine in Parleys Canyon proposed restrictions on local control over planning and development, state policies to encourage housing affordability simplifying regulations affecting local government Our legislators also briefed the Council on legislation they were working on, particularly in the areas of water conservation and housing affordability. The mayor and council will be coordinating closely with our legislators and the City's lobbyists throughout the session to watch for bills that could impact Millcreek, and to seek out grants and appropriations to benefit City residents. We appreciate our legislators joining us for these important discussions. Council, staff, and Unified Police representatives then toured the City Hall construction, where they observed the completed concrete structure, and the ongoing installation of ductwork, conduit, roughed-in plumbing, and interior walls. It is now possible to see the layout of the ground-floor public market space as well as the layout of the 3rd floor UPD Precinct Headquarters. Soon the timber roof will be placed and the exterior skin will start going on the frame. Construction is on track for completion in August of 2023, when both the City's and the UPD's current leases terminate. As of January 1, 2023, Millcreek's Municipal Energy Sales & Use Tax (commonly known as a "franchise fee") ---PAGE BREAK--- officially took effect. You will start seeing this charge on your upcoming energy bills. The implementation of a franchise fee was adopted in order to meet an increase in our Unified Police Department contract, which in turn helps us maintain the level of police service we have had. The fee was discussed at length at a Truth in Taxation Hearing on August 8, 2022 and officially adopted at a City Council meeting on September 26, 2022. As a reminder, this tax only applies to gas, electricity, and landline phones. It does not apply to internet or water. Marissa's Books Assists in Creating a Library for Students at Roosevelt Continuation School MILLCREEK. Roosevelt Continuation School is part of Granite School District. Roosevelt used to be an elementary school but now it hosts displaced students from 6th-12th grade, whether they are currently homeless, facing abuse/neglect at home, struggling at school, or need to be temporarily relocated from their ---PAGE BREAK--- current school for any reason. Most students at the school stay anywhere from a few weeks to a full year while they work with dedicated counselors and teachers to get them back on track. The total number of students is frequently changing but the administration and seven, talented teachers are all such amazing resources for helping these teens get their lives back on track. Marissa's Books was linked to the school through United Way of Salt Lake when they learned the school was in need of books. When the owners of Marissa's Books entered the school library and saw only one shelf of old and incredibly used books, they knew they wanted to help get this school the reading resources these kids deserve. Marissa's Books is using its resources and donations from the Millcreek community to select and donate about 10,000 NEW books and build a library system for the children to use. Grace Nielson from Marissa's tells us, "It has been an incredibly rewarding project to be a part of." Many thanks to Marissa's and other generous residents for making this happen. ---PAGE BREAK--- Participate Online ---PAGE BREAK--- Transportation in Big Cottonwood Canyon is a big topic WASATCH MOUNTAINS. The Big Cottonwood Canyon Mobility Action Plan (BCC MAP) will build upon previous studies to prioritize near and long-term solutions that will improve mobility in Big Cottonwood Canyon. The BCC MAP will lay out an implementation plan for various options, including funding, timeline, and environmental next steps. Critical to the BCC MAP is understanding a variety of perspectives and getting feedback on strategies that have been, or will be, identified. As part of the public engagement facet of the BCC MAP, the Central Wasatch Commission is seeking public feedback on a transportation and transit survey, open now through February 10, 2023. Participate HERE ---PAGE BREAK--- Millcreek Receives $5,000 Grant for Public Art MILLCREEK. The Rocky Mountain Power Foundation has awarded the City a grant of $5,000 to assist in providing public art on Millcreek Common. Their generosity also includes co-sponsoring the two existing murals on the Common. "This grant will assist Millcreek in creating vibrant gathering places for community members and residents,” said Mayor Silvestrini. “We are pleased to support Millcreek with this donation from our Foundation,” said Travis Jones, Rocky Mountain Power Regional Business Manager. “The ---PAGE BREAK--- Rocky Mountain Power Foundation is committed to strengthening the vitality of our communities through such grants.” Thank you, Rocky Mountain Power Foundation, for helping us make Millcreek a more beautiful place! ---PAGE BREAK--- Volunteers Needed for PIT Count 2023 Help us help the unsheltered population The January 2023 Homeless Point-in-Time (PIT) Count in Salt Lake County will take place the mornings of Thursday, January 26th through Saturday, January 28th, 2023 from 4:00 am-6:00 am. The purpose of the PIT Count is to gain a deeper understanding of how many individuals are experiencing unsheltered homelessness on a given night. Our goal is to count and interview every person experiencing homelessness in Salt Lake County. We need your help to accomplish this goal. Groups of volunteers will be formed and assigned to a census tract in Salt Lake County. On the mornings of the PIT, volunteer groups will go to their assigned tract and count and interview every individual they encounter experiencing homelessness. An app will be used to track the locations of where these individuals are observed and to conduct and record survey responses. Virtual training sessions will be provided for volunteers and cover topics such as the use of the app and the survey, a trauma-informed approach, racial equity, youth homelessness, and more. In addition, there will be a mandatory training the week of the PIT that will give an overview of PIT Count best practices for approaching and interacting with individuals experiencing homelessness as well as effective techniques to conduct the survey. We need a large number of volunteers to accomplish this Point-in-Time Count. We encourage you to form teams of 3 to 4 people with your friends, family, and coworkers and sign up together. Sign Up For PIT Count 2023 ---PAGE BREAK--- 3900 South Multi-Use Path Improves Safety MILLCREEK. A $231,400 grant from Salt Lake County’s Community Development Block Grant Program in 2021 and $405,380 from the State in 2017 has helped Millcreek to construct a multi-use path along 3900 South near the UTA Trax Station. The path features a 5-6 foot wide pedestrian concrete sidewalk and an 8-10 foot wide bicycle path. Two ADA-compliant ramps were installed at the West Temple and 3900 S intersection. A UTA bus stop was added, and minor storm drain enhancements eliminated ponding in the area. Access to private properties along the length of the project has been maintained, with handrails placed between the public right of way and private property access points, Millcreek is working with several cities to design more bike lanes and pedestrian paths along the 3900 South corridor and is dedicated to constructing similar paths around the city. ---PAGE BREAK--- Submit Your Pickup Request HERE ---PAGE BREAK--- Mayor Jeff Silvestrini and Councilmember Thom DeSirant celebrated the opening of the new library at the Roosevelt Continuation School.
