Meet performance standards established with the employee’s supervisor. 2. Visit building sites or existing buildings to perform inspections such as zoning, yard location, footing, foundation, frame, wiring, plumbing, and heating to assure compliance to approved plans, building codes and ordinances. 3. Investigate alleged code violations; determine whether any violation exists; inform building owner/worker of violations in building construction; serve correction notices; prepare certification of the inspection; assist with abatement of unsafe buildings; examine damaged buildings upon request to determine structural safety for occupancy or reuse. 4. Inspect building projects to insure construction proceeds in accordance with plans approved with the building permit. 5. Read and interpret adopted codes, technical manuals, drawings, instructions, and specifications as related to construction projects. 6. Serve as a resource to contractors on matters relating to code requirements and construction techniques and practices; discuss and explain ordinances and codes to concerned homeowners and contractors. 7. Respond to citizen complaints regarding alleged violations of city codes, ordinances, and regulations. Inspect the city for code and ordinance violations; determine the nature of the violation and advise the property owners and others as needed; coordinate and monitor solution. 8. Use computer to coordinate, schedule, and maintain records of new, pending, and completed inspections. 9. Maintain files on buildings under construction, such as inspection reports, soil and concrete tests, etc.; research into particular problems; suggest solutions; follow up on written agreements between the city and building owners, developers, contractors, etc. 10. Issue Stop Work Notices as directed. Follow up to assure permits have been obtained. Prepare and send non-compliance notice letters out as needed per standard procedure. File certificate of non-compliance if appropriate. 11. Evaluate existing buildings, on a complaint basis, for hazardous conditions and initiates abatement procedures per the currently adopted Uniform Code for the Abatement of Danger Buildings when warranted. 12. Study technical literature and attend meetings to keep current on applicable codes and code changes as they occur. 13. Perform related duties as assigned. Under direction from the Building Services Director, the Building Inspector II or III performs a variety of journey level, professional, and technical duties needed to assure compliance with the municipal code pertaining to violations of building code through residential and commercial building inspections and plan review. ---PAGE BREAK--- 2 MINIMUM QUALIFICATIONS 1. Education and Experience: a. High School Diploma or G.E.D. b. Three—Four (3-4) years experience as a building inspector or related experience. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required; b. Licensed as State of Utah Limited Building Inspector required, c. Four-Way ICC Residential Combination Inspector OR Certified Four-Way Commercial Combination Inspector preferred. 3. Knowledge, Skills and Abilities: a. Knowledge of building, plumbing, electrical, mechanical, and energy conservation codes; modern construction methods, practices, materials, tools, and equipment; drafting techniques. b. Knowledge of legal system and procedures affecting planning, zoning and related operations of the City. c. Knowledge of construction methods and materials common to residential construction projects; building codes and project management; building, plumbing, electrical, mechanical, and energy conservation codes; construction methods, practices, materials, tools, and equipment. Knowledge of basic blueprint reading, and related specifications. d. Skill in diplomacy and cooperative problem solving. e. Ability to operate a personal computer and Microsoft products. f. Ability to communicate effectively both verbally and in writing. g. Ability to interpret codes accurately and effectively; analyze permanent structures to determine conformity of established codes; communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations. h. Develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, co-workers, and the public. WORKING CONDITIONS 1. Environment: Inspecting construction sites outdoors in all types of weather. May also be required to perform plan reviews in office and other duties as assigned. Inspector may be required to stay and work longer hours on a daily basis. 2. Physical: Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting and reaching. Continuous talking, hearing and seeing required in the normal course of performing the job. Must be able to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Employee is expected to be in the city offices during normal business hours Monday through Friday, however incumbent may be required to work extended hours including evenings and weekends. On call status may be required.
