Jan 9 2023 Meeting Minutes MOCC In attendance :DAvid Baird, Kumar Shah, Heather May, Britt McPartland, John Knoblock, Tom Stephens, Chuck Pruitt, Cabot Jennings, Richard Williamson, Rep. Doug Owens. November meeting minutes were approved. Pruitt made motion and Knoblock 2nd. Updates from Rep. Doug Owens on Legislature: GSL issues Air filters in schools Wildlife crossings Prevailing wage Adopt a trail Tax cuts MOCC has been expanded to include all the candidates who ran in November. New members Tom Stephens and Cabot Jennings were welcomed. Motion approved to remove alternate status for members Naziol Scott and Jolene Croasmun. Britt McPartland made motion and Richard Williamson 2nd. Leadership Motion approved to waive bylaws to allow Richard Williamson to remain treasurer Motion approved to keep David Baird as Chair and Kumar Shah Vice Chair. Knoblock made motion. Kyle Taft 2nd. Community Council updates within Millcreek City Ordinances Francis gave overview of changes: Elections no longer required to be posted in newspaper of record, to reflect move to social media/online Community Councils will be required to give formal response for planning and zoning recommendations. Community councils will need to submit request for funds instead of receiving blanket $3k appropriation. State law requires a study when public funds are spent. Study will take 2 weeks and must include benefit the city will reap with the proposed project. MOCC has a $7k cash balance. It can be spent under old rules without a study. Updated Millcreek city subdivisions, landscaping, parking and mobility ordinances Will get indepth discussion in Feb. Landscape changes made so residents can get rebates by Jordan Valley Water conservancy district Parking changes to have more electric charging stations and reduce parking ratio for affordable housing projects MOCC Requested priorities for 2023 ---PAGE BREAK--- Brainstormed: Homelessness, CERT, enforcement of no commercial dog walking in Neffs, ER preparedness, south beautification, traffic calming, pedestrian bridge over 215.
