We have residents that have lived here their entire lives and have never stopped loving it. Many Millcreek single-family homes were built in the 60s and 70s and some of these houses have been passed down from generation to generation. But high housing prices are changing our city, precluding young families from buying here and forcing others to move away, What can Millcreek do to keep our neighborhoods intact? One answer: providing affordable housing options for young families without sacrificing our unique neighborhoods. Millcreek is hoping that Accessory Dwelling Units can make this happen. What is an Accessory Dwelling Unit (ADU)? Anyone that rents out their basement to a third party, puts an apartment above their garage, or has a mother-in-law apartment in the backyard has an ADU! If you’re currently renting out a portion of your house and that portion has a separate entrance, kitchen, bathroom, and bedroom, you probably have an ADU. Many people in Millcreek would like to rent property for supplemental income because it brings down the cost of property taxes, maintenance, and offers cheaper rental opportunities in Millcreek, but sometimes it’s not just about the money. Because of our old housing and high senior resident population, we have families that want to live together but just need a little bit more space to make that happen. ADUs offer the ability for children to live on the property and help their parents with the maintenance. Living close to extended family is good for kids too. Families with close relatives nearby get better child care, grow up in a more supportive environment, and feel less financial stress or burden as they get older. ---PAGE BREAK--- 5/6/2019 What's an ADU Anyway? 3/11 Unfortunately, Millcreek currently has no regulations for ADUs and does not allow them, but many residents are already constructing or currently using ADUs. Without the proper city ordinances, ADUs can be mismanaged, built incorrectly, unkept, and can cause problems for nearby neighbors. Parking can often be a large issue when it comes to an unregulated ADU. Without the City being able to properly permit ADUs, small neighborhood streets can quickly become congested with traffic. Space becomes another issue. Millcreek wants to keep the character of our old neighborhoods. This means mature tree canopies, privacy for properties, and large yards to play in! Without the ability to regulate the size of ADUs we can easily lose those amazing neighborhood characteristics we cherish. What’s an ADU Ordinance? Currently in Millcreek we do not allow ADUs on any property zoned for single-family that is smaller than a half an acre, but we have residents that could benefit from having an ADU. As a result, the City would like to adopt a new ordinance that allows and properly regulates ADUs in Millcreek. This ordinance might restrict: parking, height, size, design, layout, who can rent, and what type of permit is required. ---PAGE BREAK--- 5/6/2019 What's an ADU Anyway? 4/11 What does that mean? It means anyone that wants to build an ADU after we adopt an ordinance will have a set of guidelines that keep our neighborhoods looking great. In order to do this, we’ll need the public’s help. Over the next couple of months Millcreek would like to get community feedback on how we should regulate ADUs. What do you want to see in your neighborhoods? Tell us! Millcreek wants an ordinance influenced by the residents who will be affected by it. Please fill out our first ADU survey which will give you the opportunity to ask any questions you may have. Visit our website millcreek.us under the Community Development Department to read about what other Cities have done and read the Millcreek Housing Study. Look out for any upcoming open houses to speak with City Staff directly about what you want to see. We will post a response to all the questions we receive within the next couple of weeks. There are several upcoming opportunities to learn more about he City Center proposal. We are confident that the presentation will answer many of your questions. MILLCREEK JOINS THE CELEBRATION The annual Golden Spoke ride will be taking place this year on May 11th in coordination with the Spike150 Celebrations. Riders will be starting in Provo and riding to Ogden with Spike150 celebrations at several points along the way. Millcreek is joining the Celebration on May 11th with a ride that will begin at the Grandeur Peak Trailhead at 10:00 am with a short presentation about the railroad in Parleys Canyon that connected Salt Lake City to Park City in the late 1880's. Light refreshments will be served and riders will leave around 10:30 am to meet the main group of Golden Spoke riders by 11:30 am at the Redwood Trailhead Park. Join Mayor Silvestrini and your Millcreek neighbors to get some exercise and celebrate our wonderful and interesting heritage.
