Millcreek Community Council Agenda Tue, August 6, 2024 6:30 PM (MDT) Adventure Hub, 1354 E. Chambers Ave. - Millcreek Common (Zoom link found at the end of document) 6:30 PM 1. Welcome Recognize quorum, call meeting to order: Quorum recogized. Introductions: of MCC made. Jeremiah Clark, Dan Donahoe, Chip Spencer, Kristy Chambers, Emily Wright, Richard Hansen, Jacob Richardson of MCC in attendance. 2. Approve Minutes of July 2, 2024: Minutes approved. 3. Approve agenda (Agenda times are approximate and may be modified by motion during the meeting). Agenda approved. 4. City and Civic officials comments, reports. ○ Mayor, Council members: Not present. ○ Detective Thompson, UPD: Not present. ○ Assistant Chief Zach Robinson, UFD. Presentation made. The UFD has a new budget. Many fires due to fireworks on the holidays caused a lot of work for UFD. ○ Citizen’s Forum (3 min per person). No citizen comments. They attended to comment on the planning and zoning matters. 6:50 PM 1. Expectation of and recommendations for MCC. Jeremiah Clark asked that MCC members review Agenda items prior to each meeting. Also asked that City presentations be as streamlined as possible. 2. Planning and Zoning: The 7 requests/considerations/memoranda can be found at: (Find “select a category,”then select “planning commission” and choose option for “August 21, 2024.” ZM-24-005: The matter was presented at this meeting because the project requires a zone change, and a change to Millcreek’s general plan. The change to the General plan had not been noticed prior to the July Planning Commission meeting. The original proposal was reviewed during the MCC July 2024, meeting. During that meeting the following was determined: ZM 24-005: R-1-10 to RM at about 4181 S. 900 E. A number of neighbors were present who opposed development. Neighbors concerned about construction equipment blocking roads if built. Steve Yeager, neighbor, feels the projected asking price of $600,000, too high. Dan Donahoe of MCC felt that MCC should support the desire of the neighbors. ---PAGE BREAK--- Jacob Richardson of MCC says MCC recommended another similar development. Jeremiah Clark of MCC suggested there be compelling reasons and community support before making changes to established zoning. Motion: Recommended that the proposed zone change not be approved. 7 were for the recommendation and two against. August 2024, meeting - Ms Coia of the neighborhood spoke against the project. She showed pictures of single family homes she felt would be more appropriate to build instead of the proposed townhomes. During this meeting (August 2024) the MCC passed a motion to make the same recommendation to the Planning Commission as was made in July, with the addition of not recommending that a change to Millcreek’s general plan be made to accommodate the development. This motion passed with a vote of six in favor and 1 against. ZM- 24-006. This proposal asks to rezone an A-1 property to R-1-10 at approximately 4016 - 4020 South 700 West in order to meet requirements for adding another house on the property without having to remove any other structures currently on the property. The property is in a Neighborhood 1 zone and the proposal meets city requirements for the Neighborhood 1 zone. The MCC passed a motion to support the development proposal as presented. ZT-24-006: This matter covers the historic preservation code and makes administrative changes to the existing code. The MCC recommended supporting the proposal as written. ZT-24-009: Currently the same accessory building rules are found at the end of each zoning chapter. This change moves the accessory building rules to their own chapter. The MCC recommended supporting the proposal as written. ZT-24-014: This makes language changes to the subdivision ordinance due to state of Utah requirements recently passed requiring quick review times and streamlined approval processes for regular subdivisions. The MCC supported this proposal unanimously. ZT-24-015: A new ordinance designed to balance the interests of persons with a disability with a city’s prerogative to impose reasonable land use requirements. The MCC supported this proposal unanimously. 8:30 PM Budget items including follow-up on potential funding for youth sports-- Allen Sowards. Money to specific little league type teams not to be given directly by MCC. Monies appreciated from the city are to be spent accordingly. Changes must be approved by the city . The MCC budget expenditure plan is pending review. 8:45 PM Election update for Millcreek Community Council. MCC and other Millcreek area community councils will submit a letter to the city asking them to forgo the ---PAGE BREAK--- community council elections in November 2024, because there are no contested seats.
