Announcements PUBLIC MEETINGS City Council & Planning Commission Joint Meeting Wed., 7/20/22, 5:00 pm City Hall, 3330 S 1300 E NEWS WHO IS PAYING TO BUILD MILLCREEK COMMON? MILLCREEK. In its first month as Millcreek’s new town square plaza, Millcreek Common has already hosted dozens of events—from DJ Skate Nights to the first annual Juneteenth Festival. But who paid for this beautiful four-acre open space to be built? ---PAGE BREAK--- Join virtually HERE Planning Commission Wed., 7/20/22, 6:30 pm City Hall, 3330 S 1300 E Join virtually HERE See Agendas below A $500,000 Utah Outdoor Recreation Grant from the State of Utah paid for a significant portion of the Skate Loop, along with another $10,000 grant for bike racks and repair stations. But the bulk of Millcreek Common is financed by a $20 million municipal bond payable over 20 years. Thanks to the well-managed city’s AA+ bond rating, the interest rate was barely over But who pays for the bond payment? The bond payments will be paid for by tax increment generated by all the new development in the city center area. Tax increment is the additional property tax revenue generated by new development above and beyond what used to be paid for that same property. For example, a six-story mixed-use building pays a lot more in property taxes than the empty parking lot it was built upon. The difference between what the site used to pay and what it now pays after redevelopment is called “increment.” Mayor Silvestrini and the City Council, acting as a Community Reinvestment Area under Utah law, approved the creation of the “Millcreek Center Community Reinvestment Area” in 2019. This mechanism allows 80% of the new property tax increment in the area around Millcreek Common to be used for making the bond payments on the Millcreek Common bond for twenty years (which is when the bond is paid off). The boards of all the other taxing entities in the area, like Granite School District, Salt Lake County, and the Mt. Olympus Improvement District, also voted to support the Millcreek Center Community Reinvestment Area and share 80% of their tax increment, too. Why would they do this? Because they immediately realized additional property tax revenue in the form of 20% of the tax increment. Additionally, they knew that developing the economic catalyst of Millcreek Common will help them grow their tax bases over the long term, even if they share some of the increment in the short term. So, what will pay for beautiful Millcreek Common? A generous state recreation grant and the new taxes generated by the ---PAGE BREAK--- projects around it. What a win for the taxpayers of Millcreek! During this time, State Street will be reduced to one lane in each direction. It is anticipated that 4500 South will open by 10 a.m. each morning.
