1 Job AnnouncementBill Opens: Thursday, September 17, 2020 Closes: Thursday, October 1, 2020 Hiring Range: $17.00—$22.00 per hour Competitive Benefits Package—see page 4 Millcreek, Utah’s newest city, is hiring an entry-level paraprofessional Billing/Permit Specialist to work under the direction of the Public Works Director. The Billing/Permit Specialist performs a variety of technical duties for the review and issuance of permits within the Public Works Department and is involved in enforcing compliance with municipal code regulations and ordinances. The Billing/Permit Specialist assists in the technical duties related to billing, collections, updating, and processing of Stormwater utility transactions. Accept and review permit submittals for completeness and accuracy, tract permit process, and communicate with applicants on the permit process. 2. Review topographic drawings to determine grades, slopes, and drainage of a plan. 3. Examine plans, calculate fees, and issue engineering permits. Report progress of the permits to appropriate personnel as required. 4. Provide technical assistance and information to staff and the public regarding permit documents, process, fees, expected time frame of process, and document complaints to be investigated. 5. Assist with day-to-day, deadline-driven processes of Stormwater utility billing including preparing customer accounts to align with set billing process, creating work orders, coordinating with Rocky Mountain Power to ensure accuracy of utility bills. 6. Effectively respond and resolve billing or payment issues related to Stormwater Utilities. Resolve billing disputes and process requests according to the guidelines provided in City Storm Water policy, procedures, and statutes. 7. Provide internal and external customers information regarding billing policies and processes by email, telephone, or in person. 8. Assist in the Information Center as needed. Receive complaints and coordinate response through City-owned tracking system. 9. Prepare delinquent notices for customers with past due balances and monitor formal payment arrangements made with customers. 10. Prepare financial reports for Stormwater utility projects and expenditures. 11. Determine and coordinate Stormwater utility credit program and hardship waivers and assist applicants with the online process. 12. Perform routine office tasks in designated program areas, including data entry, file management, copying, and answering the telephone. 13. Perform other duties as assigned. ---PAGE BREAK--- 2 POSITION(S) SUPERVISED: This position has no supervisory responsibilities. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Graduation from high school or GED required; AND b. Two plus years’ experience related to above duties preferred. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Permit tech certification though ICC or the ability to obtain certification within 12 months after hire. 2. Knowledge, Skills and Abilities: a. Knowledge of basic accounting principles relating to bill collection, accounts payable, and accounts receivable. b. Considerable knowledge of modern office practices and procedures; of grammar, spelling and punctuation; of modern filing systems related to alphabetical and numeric files; telephone etiquette, various office machines, i.e.; ten key, copy machine, etc. c. Knowledge of computer hardware and software programs, which may include Microsoft Office Suite (Word, Excel), internet applications, and GIS. d. Oral communication and interpersonal skills to explain rules and procedures clearly to the public. e. Problem-solving skills to gather relevant information to solve vaguely defined practical problems. f. Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. g. Ability to establish and maintain effective working relationships with fellow employees, elected officials, and other public agencies. h. Ability to work on several projects or issues simultaneously. i. Ability to work independently or in a team environment as needed. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Employee is expected to be in the city offices during normal business hours Monday through Friday, however incumbent may be required to work extended hours including evenings and weekends.
