Millcreek Job Posting STAFF ENGINEER II Hiring Range: $30.00/Hour - $35.00/Hour Competitive Benefit Package Posted: February 20, 2019 Closes: March 6, 2019 JOB SUMMARY Millcreek, Utah’s newest city, is hiring a Staff Engineer II to work under the direction of the City Engineer. This position performs a variety of skilled field and office work including, but not limited to, engineering review for residential and commercial development projects, oversight of capital improvement projects, and assistance with the MS4 program. The Staff Engineer II is responsible for providing engineering technical support for the Planning and Building Departments; coordinates with the Stormwater Engineer to enforce Millcreek’s Storm Water Management Plan (SWMP) in accordance to the Municipal Separate Storm Sewer System (MS4) Permit; and for overseeing the design and construction of capital improvement projects and public works inspections. POSITION(S) SUPERVISED This position has no supervisory responsibilities. TYPICAL DUTIES 1. Attend pre-application and Development Review Committee (DRC) meetings. 2. Conduct engineering technical review of grading, erosion control, urban hydrology, transportation, geotechnical and geological hazards (fault rupture studies not included), and compliance with local, state and federal regulations. 3. Perform subdivision plat review for completeness and closure 4. Coordinate Engineering bond program for development including calculations, inspections and releases. 5. Assist Municipal Separate Storm Sewer System (MS4) Program with SWMP permit applications and reviews, erosion control permit reviews and collecting data for annual report. 6. Manage small capital improvement projects from inception through completion. 7. Communicate effectively in common language and terms to disseminate information to public, customers and elected officials 8. Perform other duties as assigned. ---PAGE BREAK--- MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduation from an accredited college or university with a Bachelor’s Degree in Civil/Environmental Engineering, Environmental Sciences, Chemistry, Ecology, Biology, or related scientific field; and B. Considerable experience in one or more of the following areas: • Engineering review of civil site plans and subdivision plats. • Roadway design and compilation of project bid documents and manual. • inspections and implementation of MS4 program activities. • Field engineering and inspections relating to capital projects. or C. Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. 2. Special Qualifications: • Valid Utah Class D Driver’s License required. • Successful passing of Fundamentals of Engineering exam • Preference will be given to applicant who is a Licensed Professional Engineer with the State of Utah or ability to obtain within 6 months. 3. Knowledge, Skills and Abilities: • Knowledge of principles, practices, and implementation of development and subdivision review processes including permitting process for Salt Lake County Flood Control, UDOT Encroachment, UPDES, USACOE, FEMA, EPA/DEQ, etc.. Thorough knowledge of hydrology, roadway and storm drain standards and specifications. Practical understanding of stormwater management techniques, strategies, and practices including erosion control devices, structural controls, Best Management Practices, spill response, etc. Methods and procedures used in making field inspections and determining compliance with local, state, and federal regulations. • Skills with computer software including MS Excel, MS Word, PowerPoint, AutoCAD, ArcMap, and proficiency to learn new software. Adept with assessing site conditions through observation and use of tools such as measuring tape, hand level, laser level, etc. • Ability to use tact and diplomacy under stressful situations in dealing with the public, developers and contractors. Competency in communicating clearly and concisely with regulatory agencies, property owners, utility representatives, contractors, developers, City personnel, and the public both orally and in writing, using technical and non-technical language. Proficiency to prepare accurate and reliable reports containing statistical analysis, conclusions and recommendations. WORKING CONDITIONS Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings, weekends and holidays and may be required to travel outside City boundaries to attend meetings. Light physical effort and usually comfortable working positions. ---PAGE BREAK--- Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information. Secondary functions require field work in an outdoor setting. Outdoor work requires vehicle operation; extensive walking over difficult terrain, steep slopes, and wet/slippery conditions; and frequent exposure to adverse weather conditions including heat, cold, rain and snow. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction. Attendance: Employee is expected to be in the city offices during normal business hours Monday through Friday.
