January 2025 Millcreek Together Code Update I 18.64 Parking and Mobility Summary Sheet Chapter 18.64 Parking and Mobility Standards Summary A. Purpose. The purpose of this chapter is to reduce street congestion and traffic hazards in the City by incorporating efficient, attractive facilities for off-street parking, loading, bicycle parking, and internal automobile and pedestrian circulation as an integral part of every use of land. B. What Changed. o Added requirements for EV charging infrastructure. o New diagrams to help convey concepts. o Updated minimum parking requirements. o New lighting requirements for parking lots. o Updated standards for parking reductions, alternative plans, and required studies. o New off street loading requirements o New bicycle parking requirements. o Added tables outlining parking stall dimensions. C. Rationale for Changes. The old parking code that was created by Salt Lake County frequently resulted in overparking for businesses. New standards reflect a change in the way people move around Millcreek and helps make it easier for EVs to be feasible by allowing charging in most places. The updated code also adds flexibility to parking requirements to help ensure parking fits for the development it is supposed to serve. This updated code section has been adopted and enforced since April 2023.
