1 Job AnnouncementStormwater/Construction Inspector II Opens: Wednesday, July 22, 2020 Closes: Open until filled Will begin reviewing applications on 8/5/2020 Hiring Range: $25.00—$30.00 per hour Competitive Benefits Package—see page 5 Millcreek, Utah’s newest city, is hiring a Stormwater/Construction Inspector to work under the direction of the Public Works Director. The Stormwater/Construction Inspector performs technical inspections and engineering support to maintain the City stormwater infrastructure and compliance. Responsible for the application of engineering procedures to inspect right-of-way construction and utility work of plans and specifications including erosion and sediment control requirements for compliance with the State of Utah Stormwater Construction General Permit. 24 hour on-call. TYPICAL DUTIES: 1. Meet performance standards established with the employee’s supervisor. 2. Maintain and inspect Public Stormwater Facilities, e.g. streets and parking areas, gutters, inlets, manholes, pipes, culverts detention/retention systems, drywells, and stormwater structures. 3. Inspect projects for compliance with City MS4 permit and enforce Standard Operation Plans (SOPs). 4. Inspect Land Disturbance Projects and Permits. 5. Inspect sites; commercial, residential and HOA residential. 6. Inspect Capital Improvement Projects for Stormwater Compliance. 7. Inspect compliance to Long Term Stormwater Management Plans; commercial, residential, and HOA residential. 8. Enforce State Illicit Discharge Detection and Elimination (IDDE) Programs and Policies. 9. Inspect installed BMP’s and documents for future reporting to DEQ. 10. Work with Stormwater Utility Manager on all aspects of compliance for Local, State, and Federal stormwater requirement. 11. Inspect for MS4 compliance with the State Construction General Permit (CGP) and Common Plan of Development (CPOD) all new development including but not limited to curb, sidewalks, street signs, pavement, streetscape, public telecommunication system, storm drain systems, streetlights, trail ways, detention basins, ADA ramps, and property markers. 12. Write and deliver corrective actions for noncompliance. 13. Inspect for bond regulations and warranty work. Perform other duties as assigned. POSITION(S) SUPERVISED: This position has no supervisory responsibilities. MINIMUM QUALIFICATIONS: 1. Required Education and Experience: a. Graduation from high school or GED; AND b. Four years of specialized training related to civil engineering construction inspection. 2. Preferred Education: a. Associate degree in a construction related field or equivalent from a two-year college or technical school. 3. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Have or ability to obtain Registered Stormwater Inspector (RSI) certification within 3 months of hire. c. Have or ability to obtain Stormwater Pollution Prevention Plan Reviewer certification within 1 year of hire. d. Preference may be given to applicant with Road Scholar Certification. 4. Knowledge, Skills and Abilities: a. Considerable knowledge of public works construction management, inspection, methods, and materials. b. Knowledge of American Public Works Association (APWA) plans and specifications. c. Experience with stormwater maintenance equipment including sweeper, Vactor truck, and storm drain camera truck. d. Sufficient in a variety of construction skills. e.g. form and finish concrete, place and finish asphalt, place and lay pipe of all types, vegetation maintenance and other appurtenant skills. e. Knowledge of contract administration and pay estimates. f. Knowledge of public work’s related permitting, bonding, and grading. g. Working knowledge of methods and interpretation of soil analysis, materials, compaction, and density tests. h. Working knowledge of surveying and surveying methods; knowledge of drafting and engineering. i. Ability to read and interpret plans and specifications. j. Ability to make decisions and use good judgement. k. Competency using Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.), internet applications, and other computer tracking software. l. Ability to use general office equipment including PC, laptops, tablets, copier, telephone, and mobile phone. m. Knowledge of safe operation of construction, construction equipment, and work zone safety. n. Competency in communicating clearly and concisely with regulatory agencies, property owners, utility representatives, contractors, developers, City personnel, and the public both orally and in writing. ---PAGE BREAK--- 3 WORKING CONDITIONS: 1. Environment: Work is split between field and office settings. While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate to loud. Incumbent may be required to work extended hours including evenings, weekends and holidays and may be required to travel outside City boundaries to attend meetings. 2. Physical: Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment. While performing the duties of this job, the employee is regularly required to walk extensively over difficult terrain, steep slopes, and wet/slippery conditions; stand or sit; talk or hear; use hands to finger, handle, feel or operate objects, tools, key board, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; to lift, carry, push, and/or pull light to moderate amounts of weight; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information; and frequent exposure to adverse weather conditions including heat, rain, cold, and snow. May be required to lift and/or carry objects weighing up to 50 lbs. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Employee is expected to be in the city offices or project work site during normal business hours Monday through Friday, however incumbent may be required to work extended hours including evenings and weekends.
