MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School Library March 5, 2019, 6:30 PM Pledge of Allegiance Council Members Present: North: Richard Williamson, Brian Jorgensen, Kate Johnson South: David Baird (Chair), Chuck Pruitt (minutes), Joan Haven, John Knoblock, Phong Nguyen, Kumar Shah, Ken Smith MAYOR’S REPORT (Jeff Silvistrini): - Public Works contract renewal negotiations with Salt Lake County o Possible $1.7 million increase (37% of $4 million contract) for snow removal, road slurry application, etc. Does not take into consideration the decrease in overhead resulting from Millcreek incorporation Metro townships will also be affected Represents a 100% increase for Holladay Joint letter of Mayors express that this is not sustainable Plan to negotiate a better rate that does not involve a decrease in snow removal nor other services o Cottonwood Heights hired a private company The services were inadequate Resulted in a $2 million budget deficit o Negotiations and alternate planning are ongoing MINUTES: The amended minutes of the last meeting, held on February 5, 2019 were approved. Joan Haven motioned to approve the amended minutes. Kumar Shah seconded. Approval was unanimous. Thank you, Joan Haven. BUSINESS: - Billboard Ordinance (Francis Lilly, Community Development Director) o C1 zone compliance for billboards in Millcreek 300 sq. ft. total area 35 ft. high 18 ft. property setback o State code ---PAGE BREAK--- Current billboards can be relocated up to 1 mile, otherwise Millcreek must buy existing billboards through eminent domain @ $1 million About 50 current billboards, most in Millcreek and East Millcreek o New Millcreek proposal 300 sq. ft. total area 32 ft. height limit, unless affected by commercial or residential lines of sight Lighting subject to Millcreek sign code which is Dark Sky compliant Motion to approve the new Millcreek billboard proposal by Kate Johnson, seconded by Kumar Shah, and approved unanimously. - Mount Olympus Community Council bylaws update (Joan Haven): o Pagination changed o Motion to approve by Kumar Shah, seconded by Phong Nguyen, and approved unanimously. o Appreciation expressed to Joan Haven for her hard work revising the bylaws - Mount Olympus Community Council insurance (David Baird): o Discussion of our Internal Revenue Service status o Discussion of activities to be covered by insurance - Association of Community Councils Together o $10 dues allocated - Meeting adjourned at 7:30pm o Next meeting will be held Tuesday, April 2, 2019, at Churchill Jr. High School Library
