MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School Library January 5, 2016, 7:00 PM Pledge of Allegiance Introduction of Council Members North: Jeff Silvestrini (Chair), Jemina Keller, Excused: Pasu Pasupathi South: David Baird, Joy Goddard, Joan Haven (minutes), John Knoblock, Kumar Shah, Chuck Pruitt, Ken Smith MINUTES: The minutes of the last meeting, held on December 1, 2015, were approved. Thank you, Pasu. REPORTS: Patrice Arent, Utah State Representative (district 36): Representative Arent stated the Utah legislative session begins this month and already has more bills submitted than ever before. She serves on many committees and will be working on bills to improve air quality and define campaign fund legalities in addition to other issues that will arise. Representative Arent encouraged everyone to become involved. She stated that one person cannot know everything and welcomes input from constituents. Representative Arent mentioned the Town Hall Meeting and invited all to attend. It will be held Wednesday, January 20, from 7 to 9 p.m. at the Holladay City Hall. This is an opportunity for citizens to ask questions from their legislators and also have the opportunity to meet one on one with them after the general meeting. Jeff Silvestrini stated there will be a bill to allow the smaller townships, such as Copperton, to elect their council at large rather than have five districts. Rita Lund stated there will also be a bill to “clean up” areas of the metro township legislation such as indemnity, etc. These will not directly affect Millcreek since we voted to become a city. Jani Iwamoto, Utah State Senator (district Senator Iwamoto stated she serves on many committees as well. She mentioned a new budget tool at budget.utah.gov that allows anyone to see how the state budget works and to visualize different financial scenarios. Senator Iwamoto also stated that a memorial service will be held for Randy Horiuchi on January 15 at the Salt Palace. Mr. Horiuchi had served for more than two decades in Salt Lake County government, first as a commissioner and then as a councilman. He was a mentor to many. Unified Police Department: Officer Paul Peterson reported there has been an increase in package thefts. The UPD has partnered with the postal service and placed trackers in some packages but these have not been stolen. A discussion took place regarding a home suspected of being a drug house. UPD is monitoring the situation but has not had legal cause to enter the home as yet. Unified Fire Authority: No report given. No representative present at this meeting. ---PAGE BREAK--- Township Representative: Rita Lund passed out disclosure forms to those who had not already sent them to her. These are required each year from employees and volunteers, including the community councils. Volunteer hours also need to be submitted. BUSINESS: 1. Application 29652. Todd Draper, filling in for Jeff Miller, Salt Lake County. This application is for a sky bridge to connect two houses on adjoining properties. Both homes and properties are owned by the same individual who wants to join them into one lot. The law does not allow two homes on one lot so the objective is to declare one home as a guest house. Typically, guest homes must be under 1200 square feet and the subject house is larger than that. A conditional use is being requested to allow the house to be declared a guest house so that the two properties can then become one property and a sky bridge can join them together. It would need to fit the definition of a room, being enclosed with a roof, not merely a walkway between the two buildings. After much discussion, MOCC voted unanimously to deny recommendation of the application. Specifically, there is a public utility easement between the two homes and MOCC wants to see the respective utilities sign off before recommending approval as it could become an issue later on for other property owners if utilities on the easement cannot be adequately accessed. The applicant was not present at this meeting to answer questions and no neighbors were present for public comment. It is unknown if all of them are aware of the application. Notices for the Millcreek Planning Commission, to be held January 13, may have been mailed out today. It is also unknown if the FEMA flood map will affect this property. Jeff will write a letter to the Millcreek Planning Commission stating MOCC’s concerns and ask that, if the MPC approves the application, they do so with a condition that the utility easement must be vacated. 2. MOCC unanimously passed a motion to recommend Kyle Taft as a commissioner for the Mountainous Planning Commission. Jeff will write the letter to Mayor Ben McAdams and to Councilman Sam Granato. 3. Jeff asked that the County provide code enforcement for a home on Monte Verde Drive that is being illegally used as a short-term rental. Neighbors have done their due diligence in collecting data and now it is time for the County to provide code enforcement. 4. After discussion, it was decided unanimously to retain the current slate of officers for another term.
