Attachment MILLCREEK Design Services For Wasatch Blvd Multi-Use Path Project Details and Minimum Scope Requirements BACKGROUND AND PROJECT PURPOSES Wasatch Boulevard serves a variety of roles for Millcreek and Holladay: • a frontage road to I-215; • a popular road cycling route; • a transit corridor served by multiple park and ride facilities; • an existing commercial node and future town center for Millcreek; • and the primary or sole means of access to several east bench residential neighborhoods, schools, and outdoor recreation amenities. In addition to serving this constellation of current and future needs, planned development of the Gravel Pit site, at the Holladay-Cottonwood Heights border, raises the prospect of large increases in daily travel demand that will be served in part by Wasatch Boulevard. To respond effectively to this array of needs and challenges, a plan for Wasatch Boulevard must effectively integrate multi-modal mobility, access to a changing set of land uses, safety, and local quality of life into an implementation strategy that uses both funding and physical space wisely. The project area runs from the Millcreek/Holladay city line (approximately 5100 S) to 3300 South. A Wasatch Boulevard Master Plan Phase II Corridor Study was complete in 2023 which determined the typical cross sections along the corridor. The study can be reference here: EXISTING CONDITIONS Please refer to the Wasatch Boulevard master Plan Phase II Corridor Study found online: Refer to the “Existing Conditions” tab. PROJECT COMPONENTS Please refer to the Wasatch Boulevard master Plan Phase II Corridor Study found online: Refer to the ---PAGE BREAK--- Page 2 of 3 “Concept Designs” tab. The recommended concept design includes a multi-use path from approximately 3680 S to 4500 S and a buffered bike lane from 4500 S to 6200 S. MINIMUM SCOPE OF SERVICES To meet the project purposes and provide the project components identified above, the following tasks constitute the minimum scope of engineering services. Task 1 – Design. The Engineer shall perform the following tasks: 1. Prepare a preliminary design memorandum (approximately 30% design). 2. Conduct topographic survey. 3. Conduct a Class 3 Cultural Survey with a report ready for submittal to the State Historic Preservation Office. 4. Conduct permit coordination (including, UDOT as 4500 South and 3300 South are UDOT roads and the widening may encroach UDOT ROW). 5. Conduct stakeholder coordination (including City, Salt Lake County Parks and PW Ops, Holladay City, UDOT, wet and dry Utilities, and adjacent property owners). 6. Conduct typical utility locating including potholing at critical locations (assume 12 pothole locations). 7. Prepare design drawings with submittals at 60%, 90%, and 100% levels of completeness. 8. Prepare construction contract documents including specifications per APWA and city specifications. 9. Prepare opinion of probable construction cost with submittals at 60%, and 90%, and 100% levels of completeness. 10. Conduct public involvement through design and construction. a. Assume the following for this task: i. Assemble list of property owners Assume all impacts to occur on the West side of Wasatch Blvd. Include compensation requests, design requests, and concerns from owners and other pertinent information. ii. Assume outreach to City Council and Mt Olympus Community Council (4 Mtgs). iii. Act as designated project contact for all negotiations and discussions with property owner and PE/CE. iv. Propose how to keep the public informed of project progress and coordination with City PI staff. Task 2 – Bid Period Services. The City will conduct and preside over the bidding of the project. However, the engineer shall perform the following tasks: 1. Provide technical support during bid period services as needed such as answering bidder questions. 2. Task 3 – Construction Period Services. The City will manage construction and inspect the project. However, the Engineer will provide the following as-needed/as-requested support services: 1. Prepare for and attend Pre-Construction Meeting. 2. Attend weekly construction meetings 3. Review all submittals and provide comments back to City project manager. 4. Provide up to 80 hours of construction period technical assistance as needed (independent of all other tasks listed here) such as supporting the City in responding to RFI’s, preparing Field Order Directives, writing Change Orders, and making occasional site visits. SCHEDULE The Engineer shall provide a schedule which meets the following major milestones: • NTP Sept 6th, 2024 • Ready to advertise by April 1st, 2025
