Agenda below Click here for our Calendar of Events TO ADU OR NOT TO ADU: THAT IS THE QUESTION MILLCREEK. Residents from all across Millcreek came to City Hall on Thursday for the City's second Accessory Dwelling Unit (ADU) Open House. They came to discuss with neighbors and Millcreek staff whether we should adopt an ADU ordinance and if so, what it should say. About a hundred people came; 75 of them signed in electronically and answered the question "How do you feel about permitting ADUs in Millcreek?" The results are in the table below. The majority agreed or strongly agreed that ADUs should be permitted. The format of the meeting allowed residents to talk in small groups with city planners and staff. The design was to have each of the groups include individuals with varying opinions on whether or not to permit ADUs. Many questions were raised. Some of those questions and a response from Millcreek Planning Director, Francis Lilly follow: - Would it be possible to have more than one ADU on a property, depending on the size? Could you add one on top of a garage and one on the property? Ordinances in most other cities only allow one ADU on a property, and that’s what I recommend we do too. - Are there size restrictions on an ADU? Is there a minimum size and a maximum size? I think there would be size limits, both minimum and maximum. We already have in our code a maximum lot coverage requirement for single-family homes, and I don’t think that would change. - Can they be more than one level? Depends on configuration. If an ADU goes above a garage, yes. If it’s in a separate building – then probably not. ---PAGE BREAK--- - How are utilities and services contemplated for ADUs? Are they independent of the primary residence or attached to the primary residence? Would they have their own water line, sewer pipes, gas lines, etc? Will this cause the streets to be dug up to install these new services? I don’t know yet. I feel strongly that an ADU should be tied to the main water and sewer lines on the property, however separate gas and electric meters may be appropriate for ADUs. - How is the property tax impacted if an ADU is added? If an ADU is added, then the assessor would treat it as a second legal unit on a property, and the property would be taxed accordingly, as though it were a duplex or had a basement apartment. All of the comments and concerns collected so far will be consolidated to determine whether to proceed with an ADU ordinance and how it should look. If a determination is made to proceed, a preliminary draft ordinance will be produced and we will once again be reaching out to residents to make comment. (Photo courtesy St. Mark's Hospital) ST. MARK'S HOSPITAL PROPOSES IMPROVEMENT TO PATIENT ROOMS MILLCREEK. St. Mark's Hospital is a valued member of the Millcreek community. The first medical facility in the Utah Territory, St. Mark's had only one doctor and six beds when it opened in 1872 in downtown Salt Lake City. One hundred years later, the hospital settled into its current location in Millcreek on 39th South between 11th East and 13th East. It now has 317 licensed beds, and more than 2,100 physicians, employees and volunteers. Many of St. Mark's patient rooms are tiny, accommodating only one bed and one bystander. Local lore says that St. Mark's was the first hospital in the area to have single-occupancy rooms a luxury at the time, when every other hospital put two to four patients into every room. But the cramped rooms are now of the biggest complaints the hospital receives, so it wants to enlarge the rooms to create a better experience for its patients and their visitors. To accommodate renovation of the existing rooms to make them bigger, the hospital is proposing to add an additional tower (shown in red below) along the north side of the building. The construction will not result in additional beds, but will end the awkward status quo. ---PAGE BREAK--- The City would like to accommodate and regulate the changes by adopting an "institutional facilities" zone. The zone would allow new buildings on the hospital campus to match the height of the existing hospital, and protect the existing residential buffers. There will be a neighborhood meeting to discuss these proposed changes this coming Wednesday, January 29th at 6:00pm at Millcreek City Hall. All are welcome to attend.
