MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School March 15, 2016 - 7:00 PM Pledge of Allegiance Introduction of Council Members In Attendance: Ken Smith (Chair pro tem), Jemina Keller, Joan Haven, Joy Goddard, David Baird, Kumar Shah, Chuck Pruitt, John Knoblock Excused: Jeff Silvestrini, V. Pasu Pasupathi Minutes Minutes from the March 1, 2016 meeting were approved with an amendment from Joan about the letter to Captain Fernando Rivero. Reports: UPD: There were no reports from UPD. UFA: Captain Rivero sent out an email on 3/13. He has told us that plans for the Wildland Fire event are moving along smoothly. Rita Lund: There were no SLCo reports at this meeting. BUSINESS 1) Kyle Taft: Neighborhood Clean-up. Kyle proposed either 5/21 or 8/13. Joan moved that we approve the 5/21 date. The motion passed unopposed. The remaining MOCC members were asked to please weigh in on the May date. 2) John Knoblock reported that it is still pre-mature to vote on our opinion of the current Mt. Accord document that he distributed via email. John discussed some of the finer points of the proposal which includes interaction with the USFS, the MPD, the Land and Water Conservation Trust, and acreage related to American Fork Canyon and Snowbird Resort. Discussion ensued about the dam up Neff’s Canyon and elimination of the floodplain designation. John’s sense is that the current set of maps is acceptable. Kumar suggested to John that prior to the date for submission that he (John) let the Mountain Accord know that we support the maps and legislation and weigh-in on behalf of the MOCC. 3) David introduced Dan Sudit a resident of Parkview Drive, who is here to discuss a homeowner’s RCOZ exception request. The home, at 4400 S. Parkview put in a peaked roof, along with other construction elements. According to David and Mr. Sudit, this construction exceeds building height, lot coverage and other RCOZ particulars. Rather than go through the usual channels for RCOZ and the MOCC and the MTPC, the owners have selected to go directly to a Land Use Officer (the former Board of Adjustment). The ---PAGE BREAK--- Land Use Officer can make a decision on the spot, AND the owner can then build to ANY design – since the determination will not have to be within the elements of the RCOZ. Kumar asked, and David accepted to represent the MOCC at this public hearing on 3/23 at the SLCO Government Center. The MOCC strongly strongly admonishes the Salt Lake County Planning Commission for granting this building permit, and for not supervising the process of the peaked roof. The MOCC also puts this property owner on notice: flouting the RCOZ ordinance is wholly unacceptable, and we, as a body, are vociferously against this end-run around this ordinance, which is meant to protect our neighborhood and community. David made a motion to draft a letter in concert with Jeff Silvestrini voicing our strong opposition to application 29839 in preparation of the 3/23 Land Use meeting. Kumar made a motion that the MOCC support ACCT in writing a letter in opposition of this same application. Both motions passed unopposed. 4) Rick McNamee is asking about the home at 4434 Jupiter that has become a “Comcast Parking Lot”. According to Rick, multiple unrelated residents are potentially living in the home, along with the vans that are displaying the Comcast logo. The MOCC has advised that Rick call Code Enforcement and quote the Muni-Code. 5) Ken mentioned that the UFA is offering a free “Are You Ready” emergency preparedness class. Date: 4/13 7-9pm UFA #126 6) Joy mentioned on NextDoor that residents are proposing a July 4th parade with a breakfast.
