11/1/2018 Public hearing on how we pay for police 1/5 View this email in your browser The City Council is considering whether to leave SLVLESA, the district that raises taxes for the UPD. Our police services would remain the same, but we would gain more control over service and funding levels. Announcements UPCOMING MEETINGS City Council Monday, 8/21/17 CANCELLED (Enjoy the eclipse!) On 8/28/17, the City Council meeting will be held in the Common Room of the Artesian Springs Apartments at NEWS City Council Considering Leaving SLVLESA but Staying with UPD MILLCREEK. The City Council is considering the financial impact of leaving the Salt Lake Valley Law Enforcement Service Area (SLVLESA) while continuing to contract with the Unified Police Department (UPD) for police services. We will be having a public hearing in September to present the results of a recent feasibility study. SLVLESA is a special taxing district that imposes a tax on all properties located in three cities: Millcreek, Herriman, and Riverton; as well as the five recently-incorporated metro townships and Subscribe Past Issues Translate ---PAGE BREAK--- 11/1/2018 Public hearing on how we pay for police 2/5 4180 South Main St. BUSINESS LICENSES Millcreek business licenses August 8-11. Thank you! the remaining unincorporated county. For years, police services have been provided in these areas by the UPD pursuant to a contract with SLVLESA. The contract is funded with the property taxes SLVLESA collects from these areas. SLVLESA is currently controlled by a eleven-member board of trustees comprised of three representatives from the County and one representative from each of the three member cities and the five townships. Herriman and Riverton recently announced their intent to exit SLVLESA in order to determine for themselves the level of police coverage they receive. When they leave, Millcreek will be the only city left in the district. With approximately 40% of the population and a contribution of more than 54% of SLVLESA's taxable value, Millcreek will have only one vote out of nine on the new board. The smallest metro townships (Copperton, pop. 826; Emigration Canyon, pop. 1,567) will each have a vote equal to Millcreek's (pop. 59,734) on tax increases and on levels of service (including the number of officers) for the whole district. Three other cities: Holladay, Midvale and Taylorsville, currently contract directly with the UPD for police services. Those cities bypass SLVLESA they set the amount of their property taxes themselves and then contract directly with the UPD for services at the level they determine is necessary for them. This is the model that Herriman and Riverton intend to follow. Because of Herriman's and Riverton's decision to leave, we commissioned a study to assess Millcreek's situation. We wanted to know the financial impact to Millcreek taxpayers of staying in or leaving SLVLESA and contracting directly with the UPD at the same level of services we currently receive. Regardless of any decision on leaving the taxing district, police services will still be provided in Millcreek by the Unified Police Department. The issues are how best to pay the UPD to provide Millcreek the best service at a reasonable cost and how best to control taxes and levels of service Millcreek residents want. The City Council will hold a public hearing to present the results of the study, receive comment, and answer questions.
