MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School January 8, 2019 Pledge of Allegiance Introduction of Council Members In Attendance: David Baird (Chair), John Knoblock, Kumar Shah, Ken Smith, , Brian Jorgenson, Richard Williamson, Joan Haven, Chuck Pruitt, Phong Nguyen Minutes: Minutes from the last meeting were approved. Officer Positions: David Baird was reelected to Chairperson. The Council voted to approve this as a third term. Joan Haven was elected to Vice Chair Richard was reelected Treasurer Phong Nguyen was appointed as a new member. Phong is the Energy Coordinator for Salt Lake City and he will complete Joy Goddard's four-year term on the Community Council. Joy submitted her resignation due to time conflicts. David Baird acknowledged Pasu’s 12 years of service on the Community Council and presented him with an award gift certificate. Reports: UPD Report- Ronnie Prescott reported that crime is down. David requested that Ronnie send him an email of historical crime data for comparison. Unified Fire Report- UFA Captain Doug Morgan reported that there were two significant fires in Mill Creek. UFA ordered 30 thermal imaging cameras to identify fire origins and victims. UFA is hiring 30 new firefighters and new candidates will receive a four-month training. Chief Rhodes will be coordinating chipper days to reduce urban interface fires. Don Pritchett is the Wildland fire coordinator. He will work with Skyler in Mill Creek to coordinate and set a wildfire evacuation route. Patrice Arent - Utah Legislature- Patrice recommended that we get name tags for our tables for council members. On January 28th the legislative session will start but there is a lot of work going on now and there are many new people. Patrice is now the senior member of the House. There will be a legislative open house on January 23rd at 6:30 at the Holladay City Hall. This is good for community council members to attend. There will be three Representatives and two Senators present. Patrice recommended to always include your home address and if a response is needed when communicating to her. ---PAGE BREAK--- Patrice is concerned about legislative action on the better boundaries and marijuana initiatives that may limit the voice of the people on voting initiatives. Mayor Silvestrini- Mill Creek Mayor’s report- Officer Ronnie Prescott has been awarded ‘Officer of the Year’. There will be an increase in emphasis to have cars off of the streets during snow events to prevent snow plow accidents. There will be a joint training for community councils on January 23rd at 6 to 8 p.m. at the Mill Creek City Hall that Jeff recommends we attend. On January 24th there will be a second anniversary party for Millcreek at the City Hall. Mill Creek completed a dog boarding ordinance survey and receive 700 responses with 54% being against and 45% being for the ordinance. Millcreek will also do a survey on the sign ordinance for both on and off premises. The ‘flood plain FEMA program’ is a federal issue and we cannot directly do anything as a City State or County. We could possibly build possibly a debris retention dam in Neffs Canyon however that could not be done without a change to the Federal Wilderness designation with an act of Congress. This could happen as part of the Legislation. Rita Lund said that we could help by providing insurance companies training if this is wanted and we help organized. The 3900 S. street grant funding was approved for $8.7 million dollars but the Federal dollars will not be available for five years. There are also four new sidewalk projects in Mill Creek. Community Council budgets are due at the end of January. Rita distributed City volunteer agreements for our signatures. Rita also reported the County Workforce Services will do a homeless count in 2019. Public Works Director John Miller Report on the Jupiter Jump project- The best plan is to raise the area above the intersection to eliminate the jump. Due to the 26% grade, roundabouts and medians are too dangerous. The total project cost is estimated at $264,000 which includes utility work, yard landscape adjustments, demolition, paving and sidewalks. Joan motioned to approve and Kumar seconded with a unanimous vote to support. Traffic Calming- The city will set up a process to ensure that money donated to speed bumps would only be used for that purpose. Due consideration is needed to look at unintended consequences and we need a coordinated policy. John Miller gave David Barrett draft of the traffic calming program for Mill Creek. Mill Creek Planning Director Francis Lilly The sign ordinance is being updated and will generally further restrict signs, similar to what is done in adjacent cities. Joan motion to approve and Richard seconded with unanimous support. Public Notices- This ordinance would codify our current processes. We proposed that any planned ‘neighborhood meetings’ to comply should notify to the Community Council in advance, if they are done in lieu of a Community Council meeting. Joan motion to approve Kumar seconded with unanimous support. Condo Conversions - This new ordinance will fill a gap in our ordinances. It will allow specifications for condominium projects both new and conversions from duplex or fourplex situations. Joan motioned to support and John seconded with unanimous approval. Joan had several concerns and gave a written copy of those questions, concerns, suggestions to Francis for the city to take into consideration when refining the ordinance.
