MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School Library January 19, 2016, 7:00 PM Pledge of Allegiance Introduction of Council Members North: Jeff Silvestrini (Chair), Jemina Keller, Pasu Pasupathi South: David Baird, Joy Goddard, Joan Haven (minutes), John Knoblock, Chuck Pruitt, Kumar Shah, Ken Smith MINUTES: The minutes of the last meeting, held on January 5, 2016, were approved. Thank you, Joan. REPORTS: Unified Police Department: No report at this meeting. Unified Fire Authority: Captain Fernando Rivero reported on safety concerns: 1. Speeding traffic on Jupiter Drive in front of the fire station as well as drivers crossing the lane divider on the curve. He wondered if a speed bump would help. 2. Snow issues in the upper parts of Olympus Cove. He reported that every year they have problems getting to citizens in need of emergency help because UFA’s vehicles cannot get through the unplowed roads. It takes about 30 minutes for the snowplows to respond when he puts out a call and that can be too late. Captain Rivero also reported on the tragic shooting of police officers on Sunday resulting in the death of UPD Officer Douglas Barney. Because the initial call was for a car accident, UFA also had responded. Captain Rivero said that Officer Barney was a very good man who had picked up the Sunday shift to help pay for his cancer treatment. Captain Rivero has been accepted into the University of Utah’s Physician’s Assistant program and will be leaving the UFA. He will continue with them and continue his reports to MOCC through the first week in April. He is spearheading the Mt. Olympus community wildland and community fire prevention program to be held in April. He has received a grant to help pay for the program and will present more information to MOCC at our February 6th meeting. Township Representative: Rita Lund stated MOCC’s financial report has been received and checks will be sent to us soon. Candidates for Millcreek City are posted on the County website. State Senator Jani Iwamoto has been working with UDOT re burying the power lines along 33rd South between Wasatch Blvd and Highland Dr. A consultant was hired and UDOT is awaiting the report. Rita also reported that short-term rentals are not allowed in an R-1-8 zone and that the offender (previously discussed with MOCC) has been cited and has paid the fine. Community Input: Resident Phillip Archer stated that in his previous community in Texas, the problem of neighborhood speeding was reduced when neighbors collectively put up ---PAGE BREAK--- yard signs with the speed limit posted. So many signs in all the yards got people’s attention and the speeding was reduced. BUSINESS: 1. 2300 East/3300 South Town Center: David White, SLCo Planning and Development Services, discussed the proposal for the town center. The electronic copy of the plan can be found at Town Cente.pdf (this link does not bring up the plan—any suggestions? This was the link he gave us.) The only action being taken at this time is the street safety program. This will be an amendment to the general plan. No zoning changes are planned at this time. Water and sewer lines are adequate to handle new development. The County’s division of Township Services made the decision to put a CDA on hold because of the vote to incorporate Millcreek City. The current Town Council will meet with the Millcreek Planning Commission to discuss the town center proposal and other issues on January 25th at 6:00 p.m. at the Millcreek Community Center. MOCC will then discuss the proposal at the February 6th meeting and make a formal recommendation. 2. Application 29652. At the last MOCC meeting, this application for a sky bridge to connect two houses on adjoining properties was heard. MOCC had voted unanimously to deny recommendation of the application. It then went before the Millcreek Planning Commission on January 13 and they continued it until they could get more information regarding what is in the utility easement between the two houses. There had been no neighbors at the last MOCC meeting to give comment nor was the applicant present to answer questions. Since that time, neighbors have been informed of the application and some of them attended tonight’s MOCC meeting to speak against the proposal. MOCC will hear the application again at the February 6th meeting prior to its second hearing before the MPC on February 16th. Concerns continue to include the utility easement as well as drainage and the possibility of flooding. Also, turning one of the homes into a guest cottage designation violates code because it far exceeds the 1200 square foot maximum for a guest cottage designation. 3. Wasatch Front Waste and Recycling is changing our garbage pick-up from Mondays to Fridays. This will happen February 15th. The service area has grown and these changes are meant to improve efficiency. Curbside glass recycling will also be available. Other changes may be coming. 4. Fortuna Park: Jeff reported that a ZAP grant application has been filed for playground equipment for Fortuna Park. Jeff will attend the ZAP meeting in February to advocate for approval. Also, a citizen, Scott Ford, has stated that the overgrown vegetation in the lower part of Fortuna Park is a fire hazard. He and other neighbors have tried to keep it under control but need help. Jeff told him we could include it in our annual Day of Service held in August and also facilitate dumpsters to place the clean-up waste. 5. Grandeur Peak Open Space: Jeff and Jemina attended a meeting with the County regarding the violations of the conditional use permit which requires only rubber-tired vehicles be allowed for construction and maintenance. Rocky Mountain Power and its lessees and sub- contractors do not always adhere to this. The County felt the conditional use permits had expired when the construction was complete. Conditional use permits do not expire. Jeff and Jemina suggested a meeting be held with Rocky Mountain Power to let them know they need to inform all of their lessees and subcontractors of the conditional use permit. It was also suggested that tracked-vehicles such as snow cats could be used in the winter time when the ground is covered in snow and tired-vehicles would not be able to access the equipment. ---PAGE BREAK--- 6. Federal Designation in the Wasatch: John Knoblock reported on Mountain Accord’s “Proposed Federal Designation and Land Exchange.” It would not preclude current hiking and biking trails. Private lands within the designated area would remain private. It would allow the ski resorts to trade land for land closer to their bases for development. It has the potential to obtain more federal dollars for maintenance. MOCC will discuss this further and make a formal recommendation at the February 6 meeting. 7. Kumar proposed, and MOCC unanimously voted, to offer our condolences to the family of Officer Barney. Jeff will write the letter and send a copy to Sheriff Winder. Kent and Joy met with Detective Peterson and Sargent Van Wagoner regarding the suspected drug house on Diana Way. The renter has been notified she is under surveillance. UPD will provide an update to MOCC at our next meeting on February 6th. Meeting adjourned at 9:10 p.m. The next meeting will be held February 6, 2016 at 7:00 p.m., Churchill Jr. High School Library.
