January 2025 Millcreek Together Code Update I 18.39 Residential Mixed Zone (RM) Summary Sheet Chapter 18.39 Residential Mixed Zone (RM) Summary A. Purpose. The purpose of the Residential Mixed (RM) Zone is primarily a residential zone intended to be a transitional zone between low density residential neighborhoods and commercial uses. It primarily accommodates medium to high density residential development/complexes including single- household dwellings, duplexes, three and four household dwellings, multiple household dwellings, and mixed use where a limited list of non-residential uses are allowed. Mixed use developments are required for properties near certain intersections as set forth in this chapter. B. What Changed. o Updated format with tables and images. o Two, three, and four-household dwellings are permitted uses. o Multiple-household developments with fewer than 6 units and are under 30' in height are a permitted use. If over 30’ (up to 45’) the use is conditional. o Uses have been revised to clarify which commercial uses are allowed in tandem with mixed use. o Requires mixed uses for street frontages within 500’ of major intersections. Permits limited commercial uses such as restaurant, retail, and personal services in conjunction with mixed use. o Maximum building length standards and a street facing units requirement have been added. o New roof decks standards are included. o Location and screening criteria for dumpsters and utilities. o Recreational amenity requirements have been revised to reflect more current features and clarify standards for amenities. o Revised site standards to require buildings oriented toward and accessed from the street. o Requires ground floor living space for residential uses to activate ground levels. C. What Remained the Same. o Spatial requirements. o The General Design Standards for All Buildings and Developments with the exception of a few updates. D. Rationale for Changes. Updating the requirements and streamlining some of the uses, we can encourage more diverse housing types alongside commercial and recreational spaces, increasing accessibility for people from different socioeconomic backgrounds.
