January 2025 Millcreek Together Code Update I Chapter 18.78 Affordable Housing Summary Sheet Chapter 18.78 Affordable Housing Summary A. Purpose. The purpose of this Chapter is to determine how affordable housing incentives are applied and are intended to encourage the development of affordable housing. The provisions within this section are intended to facilitate the construction of affordable housing by allowing more inclusive development than would otherwise be permitted in the base zoning districts. Housing constructed using the incentives is intended to be compatible with the neighborhood and provide safe and comfortable places to live, work, and play. B. What’s New. o A distinct chapter specifically addressing affordable housing incentives. o Geared to be attractive to different development types and AMI targets. o Includes specific limitations and restrictions for each incentive. o Preserves viable commercial intersections. o Integrated to be consistent with other updated templates and current code requirements. C. Rationale for Changes. The Affordable Housing Chapter is geared towards increasing the supply of affordable housing in Millcreek. The primary method is by incentivizing developers through density bonuses, increased elevation, streamlined permitting processes, etc. Staff finds that the proposed Affordable Housing chapter supports Millcreek’s efforts in implementing the adopted moderate-income housing (MIH) strategies. Staff finds that the proposed Affordable Housing chapter is a sound attempt at attracting moderate income housing, including deeply affordable housing.
