1 Job Announcement Public Information Manager Opens: Tuesday, April 9, 2024 Closes: Open until filled Status: Full-Time, Non-Exempt Hiring range: $38.00—$40.00/hour Competitive Benefits Package—see pages 5-6 Under the direction of the Communications Director, the Public Information Manager serves as the city’s liaison for all public works (PW) construction projects that are happening in Millcreek. Working closely with the Communications Director and PW Director, this position is responsible for developing and implementing strategies to coordinate the flow of information to the public, stakeholders, and City staff through mass communication platforms, outreach programs, and other media relations outlets. Assist in the development of plans to disseminate accurate information to the public for a variety of PW projects. 2. Serve as the primary point of contact for all telephone, email, text, or in-person inquiries regarding PW projects. 3. Manage and resolve resident questions, concerns, and issues related to PW projects. 4. Assist in the preparation and delivery of construction notices to property owners and/or residents. 5. Track and prepare weekly reports outlining property owner and/or resident concerns for each PW project. 6. Visit properties within Millcreek to discuss issues and/or concerns with property owners and/or residents. 7. Work with outside contractors to coordinate needed property acquisitions and assist in the coordination of affected utilities. 8. Understand basic engineering plans to address constituent concerns with PW Director. 9. Track and manage construction permits and agreements. 10. Organize and prepare agendas for internal project partner meetings. ---PAGE BREAK--- 2 11. Prepare and coordinate with the Communications Department to distribute flyers and other printed/electronic information to the public related to PW projects. 12. Assist in the preparation and management of neighborhood meetings and open houses for PW projects. 13. Manage PR Consultants on larger PW projects. 14. Perform other duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Bachelor’s degree from an institutionally accredited college or university in communications, public relations, journalism, marketing, or related field; AND b. Three years of experience related to the above duties. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Licensed in the State of Utah as Notary Public within 6 months of hire. 2. Knowledge, Skills and Abilities: a. Knowledge of public and media relations, mass communication platforms, and social media channels. b. Ability to plan and implement programs and strategies designed to build and maintain public awareness of PW projects happening within Millcreek. c. Knowledge and experience with Microsoft products and general office equipment. d. Strong leadership skills including planning, organizing, and project management. e. Ability to communicate professionally and effectively, both verbally and in writing (i.e. by phone, email, text, and in-person). f. Outstanding customer service skills and problem-solving abilities; ability to work with unhappy or disgruntled residents. g. Ability to multitask, exercise initiative and independent judgment, and adapt to stressful and unexpected situations. h. Working knowledge of construction projects and ability to read and understand basic engineering plans. i. Ability to meet stringent and dynamic deadlines with accuracy; excellent organizational skills and attention to detail. j. Ability to develop relationships with media professionals, city staff, elected officials, and key community stakeholders. k. Ability to exercise tact, diplomacy, and discretion in dealing with highly sensitive, complex, confidential, and controversial issues and situations. l. Knowledge of relevant federal, state, and local laws, statutes, regulations, and ordinances, and the ability to correctly analyze, interpret, explain, and apply them. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment with some required travel to different indoor/outdoor sites throughout Millcreek. Incumbent may be required to travel outside of City boundaries to attend meetings, etc. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand ---PAGE BREAK--- 3 or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; and some exposure to inclement weather conditions including heat, rain, cold, and snow. 3. Vision: See in the normal visual range with or without correction 4. Hearing: Hear in the normal audio range with or without correction. 5.
