Draft Millcreek Community Council Minutes Mar 12, 24 Tue, Mar 12, 2024 6:30 PM (MDT) Adventure Hub, 1354 E. Chambers Ave. - Millcreek Common (Zoom link found at the end of document) There were no agenda items this month from planning and zoning. 1. 6:30 pm Welcome ○ Introductions: The community council members listed below were present except for Jamie Walker who was excused ○ Approve Feb 6 Minutes: The minutes were approved. ○ Approve agenda. Agenda times are approximate and may be modified by motion during the meeting: The agenda for this meeting was approved. 2. 6:40 pm City and Civic officials comments, reports. ○ Mayor, Council members: Not present. Rita Lund listed below did attend briefly. She said that she needs council members to deliver their volunteer forms to her. She also announced upcoming community activities. There will be Dachshund dog races at the Commons on 3/30/24. The climbing wall will open on 3/23/24. ○ Detective Thompson, UP: Did not present. ○ Assistant Chief, Zach Thompson, UFA: Did not present. 3. 6:50 pm Citizen Comments (2 min per person): Linda Bagley-Gibson stated that she was aware of a new opening on the community council because Quentin Wells had resigned, and said that she would like to fill the vacancy. Clark (Chair) said that the council would follow established procedures to consider replacing Wells. No other comments made by citizens. 4. 7:00 Training: meeting conduct, practices, purposes. Dan Donahoe. Robert's Rules of Order were reviewed. Decided that both citizens and council members would be limited to 3 minute comments. Each person could comment two times if needed. 5. 7:20 Policing Sub-Committee report. Eric Eric talked about the sub-committee’s work and progress. Meetings have been held with city and police officials, and the results have been favorable. The sub-committee is requesting to create a unit which can respond to citizen mental health needs when a police armed presence is not needed. The estimated minimum cost is $1million/yr. Grants are available. Also recommended is a study to identify actual program needs. 6. 7:35 Sidewalk recommendations. Jacob Richardson. Council members identified sidewalk improvements throughout the city, which will be presented to the city for consideration. ---PAGE BREAK--- 7. 7:45 Capital Improvement recommendation plan. Allen Sowards. Reviewed infrastructure improvement suggestions from council members, and had them rate their top three. The top suggestions will be forwarded to the city. 8. 8:00 Bylaws discussion. Kristy Chambers. The current bylaws were reviewed with more details to be sent to council members for an on-line response to potential changes. The meeting ended at 9pm. Staff presents planning and zoning issues and clarifies what is being asked of the council. 3. Applicants may offer clarification, comments. 4. Community questions, comments. (2 minute timer) 5. Council member questions and comments. (2 minutes timer) 6. Motion for recommendation may be made, seconded, amended, and voted upon. 7.
