Over the past few weeks, we have received many questions from residents about the rules for backyard chickens in our city. Councilmembers may be participating remotely. Residents wishing to to comment will be asked to wait in other areas of City Hall and will be allowed to make comment at the appropriate time. Millcreek has adopted Salt Lake County's ordinances regarding pets and animals. Chickens are "domestic fowl", which term is defined as "any of a variety of ducks or adult female domesticated chickens and baby ducks or chickens of either gender, not over 20 weeks in age, but not to include adult male chickens or other bird species, unless otherwise permitted by law. Click here to read the regulations for "domestic fowl". In general, duplexes or homes in an R-1-4, R-1-6. R-1-7, R-1-8, R-1-10, or R-1-15 zone are allowed to have chickens, or ‘domestic fowl’ however, there are limits to the number of fowl you can have on your property: 1. Three adult fowl and three baby chicks in R- 1-4 zone or R-1-6 zone or in any duplex. 2. Five adult fowl and five baby chicks in R-1-7 zone or R-1-8 zone. 3. Eight adult fowl and eight baby chicks in R- 1-10 zone or R-1-15 zone. Other Zones – chickens may be allowed, either as a permitted use or as conditional use, depending on the zone and your location in the City. Millcreek contracts with Salt Lake County Animal Services for animal control and licensing, including inspections for chicken coops, and they are the ones who you will need to contact for a license, provided you meet the criteria in the code. Failing Storm Drains--Our City Inheritance Millcreek Storm Drains Need Help MILLCREEK. When Millcreek incorporated, we inherited an old storm drain system that is failing in many places. Storm drains, hidden underneath the roadways, direct storm water away from homes and businesses, and are largely unnoticed until something happens. Oftentimes, it is an old corrugated pipe that has rusted almost completely away or a storm drain that never was properly connected to the overall system. When failures happen, it causes flooding or even roadway collapses. When there is a need for an emergency storm drain repair, the funds have to be taken from other sources, and often cause delays for road repairs. The City Council is considering the implementation of a storm drain utility fee to provide funding to deal with these failing storm drains. ---PAGE BREAK--- Information on storm drains and a potential storm drain utility fee can be found on the city website by clicking here. MILLCREEK STILL OPENING NEW BUSINESSES DURING COVID-19 MILLCREEK. During the COVID-19 Pandemic, drive-thru businesses are more popular than ever. Millcreek Mayor Jeff Silvestrini welcomed popular soda and sweet business Swig to Millcreek this week with a social-distanced ribbon cutting. Swig is located at at 2330 E 3300 S by Downeast and JoAnn’s. “All of our essential business functions are continuing through these times, including welcoming and opening new businesses,” Silvestrini said. “Millcreek needs Swig now more than ever.” ---PAGE BREAK--- ---PAGE BREAK--- NEW RESOURCES DURING COVID-19 PANDEMIC: Salt Lake County Business Relief Hotline, [PHONE REDACTED]. The hotline will provide a live person to assist you to navigate federal, state, and local relief options. The process is designed to be a bridge for those who do not have a close relationship with their lender. The Utah Department of Health and Utah Poison Control Center now has an information line at 1-[PHONE REDACTED] to answer questions about Coronavirus. Trained healthcare experts are available to help answer your questions. Numerous language translations are available. Healthcare providers may also call the information line for help. Cultural Non-Profit Resources - This page provides links to resources to Utah's cultural organizations and will be updated frequently. Governer's GOED Emergency Loan Fund – Announced Monday, the program provides assistance for small businesses and non-profits. ZIONS Bank – Let’s Keep their Kitchens Open. To encourage you to keep our local restaurants open, ZIONS Bank will give you a 10% cash bonus back between now and May 31, 2020, each time you use a ZIONS Bank credit card at a restaurant. Free childcare program for essential employees (health care and emergency responders). Eligible individuals can click on the link to register. ---PAGE BREAK--- I live in the proposed MedTech CRA, what does this mean for me? Will my tax rate go up because I am in the CRA boundaries? No. Will my tax rate go up if I live outside the CRA boundaries because of the proposed CRA? No. The CRA has no effect on property tax rates in the city. ---PAGE BREAK--- Why do the boundaries of the map matter? As property values increase in the area— particularly for the hospital which is adding a new north tower—the CRA can collect some of the new monies but only within the CRA boundaries.
