Special meeting HAPPY VALENTINES DAY Local entrepreneur Jeff Christensen made a presentation to the City Council last June about municipal fiber optic networks. Mr. Christensen detailed his idea that infrastructure and services should be separate, and that the funding for infrastructure could come from users who voluntarily sign up for the service. The Council indicated it would continue to explore the possibility of a municipal network. Although there are no current, or even anticipated, plans to build such a network, the idea of a subscriber- driven project that the City could encourage is intriguing. On this coming Monday, February 11th, at its 5 PM work meeting, the City Council will hear a presentation from UTOPIA Executive Director / CEO Roger Timmerman. (Note that the presentation is first on the agenda). As many of us know, UTOPIA is a public fiber optic network that was adopted and built a few years ago by several Utah municipalities. Media reported at the outset that the project was troublesome, at least at its beginning. UTOPIA has acknowledged "hiccups" in its start-up, but has indicated a dramatic change since then. Here's a preview from Mr. Timmerman of his presentation: "UTOPIA Fiber has a new program available to cities that we are proposing to Millcreek. "At a high level, the Utah Infrastructure Agency (aka UTOPIA phase 2) would pay for and finance a "Doing a UIA project does not obligate the city to UTOPIA Phase 1 (2005-2009) debt obligations or membership. It's no secret that the first phase of the project had struggles and that participating communities have had to pay for the ---PAGE BREAK--- 2/25/2019 UTOPIA to present public fiber optic network option this week to City Council 3/9 fiber network throughout the city available to every home and business. UIA charges $30 per customer to pay off the financing. So long as we get about 33% of the homes to sign up, the $30 per subscriber covers all of the financing expenses of the project and there would be no cost to the city or to UIA. We look at a lot of data for each city we consider, and Millcreek would easily be at 40% or more. "We would recommend the first step be a survey which would likely show 70%+ willing to sign up immediately. UIA has done over $125M of these UIA financed projects and all of them are financially successful with no cost to the participating cities. The same pricing and service options as are available to other UTOPIA subscribers would be available in Millcreek. (See er.com/residential-pricing/). financial shortfalls from that phase. However, everything since 2009 has been profitable. The only obligation from the city is that it would be on the hook for the $30/mo fees below the 33% take-rate at two years out from the financing until the take-rate reached the 33% amount. This is an unlikely scenario, but the contract requires this level of guarantee from the city to secure financing terms and in fairness to the other participating cities who similarly are obligated to the projects in their own cities. We already have multiple fiber routes through Millcreek so things could move very quickly." - Roger Timmerman Millcreek City Facebook, 2/8/19 This is a good opportunity for us and for you to get answers to questions about how municipalities can get involved in such a project, the difficulties they might experience, and whether a public fiber optic network might be be appropriate for Millcreek. The weather forecasters are telling us that we are in for another snowstorm on Sunday night that will impact the Monday morning commute. Please plan extra travel time and be safe out there. Remember: Roads are plowed on a priority basis and we may not get to your neighborhood road, dead end or cul-de-sac until after major roadways are cleared. No parking is allowed when snow is falling or present on the roadway. Please keep vehicles off the roads and let the plows keep roadways clear. Do not shovel or blow snow onto roadways, when clearing your driveway place the snow away from the road. SPECIAL MEETING OF THE MILLCREEK COMMUNITY COUNCIL THIS WEEK ---PAGE BREAK--- 2/25/2019 UTOPIA to present public fiber optic network option this week to City Council 5/9 MILLCREEK. The Millcreek Community Council will be holding a special meeting on Tuesday, 2/12/19 at Millcreek City Hall, 3330 S. 1300 at 5:00 pm to discuss proposed on-premise sign ordinance changes and begin discussions related to billboards in Millcreek. The public is invited to attend. Future meetings of the Millcreek Community Council have been moved from the Millcreek Activity Center on 10th East and 44th South to Millcreek City Hall.
