1 Job Announcement Assistant Finance Director Opens: Tuesday, December 14, 2021 Closes: Open until filled Will begin reviewing applications on 12/30/2021 Status: Full-Time, Exempt Hiring Range: $90,000 —$95,000 Annually Competitive Benefits Package—see page 6 Under direction from the HR-Finance Director, the Assistant Finance Director performs advanced level professional accounting duties and assists in planning, organizing, managing, and providing administrative direction and oversight for major finance projects, special projects, and budget functions and activities of the city. Incumbent also assists in the administration of the City’s Strategic Planning process. The Assistant Finance Director assumes departmental responsibility in the absence of the HR-Finance Director. After adequate training and time in position, it is expected the Assistant Finance Director would assume the duties and title of Finance Director. Meet performance standards established with the employee’s supervisor. 2. Assist HR-Finance Director with monitoring financial records and maintaining the general ledger accounts of the City; records and posts journal entries; reconciles bank statements; updates general ledger information or as needed. 3. Maintain City’s financial transactions in a manner consistent with GAAP and in sufficient detail to produce adequate cost, financial and statistical data for management purposes and to meet statutory requirements; monitor changes in financial laws, regulations and technology that may affect City or departmental operations. 4. Monitor revenues and expenditures; assist in the preparation of the audit, budget, capital assets, inventory, bond issuance, cash management, investments, etc. 5. Assist in coordinating the annual budget including meeting with Department Heads to assist them in developing budget requests and projections for their departments. 6. Assist in preparation and presentation of budget amendments and quarterly reports. 7. Maintain records and schedules to track major projects, grants, contracts, and leases, to ensure that receivables and payables are timely and in compliance with the terms of the corresponding contracts/agreements; provide transparency data to the State as required. POSITION(S) SUPERVISED Supervise the personnel in the HR-Finance Department as directed by the HR-Finance Director. ---PAGE BREAK--- 2 MINIMUM QUALIFICATIONS 1. Education and Experience: a. Graduation from an accredited college with a Bachelor's Degree in accounting, finance or closely related field; b. Three to Five (3-5) years progressively responsible experience at least two of which must have been in a supervisory capacity. c. Prior experience working in local, state, or federal government is preferred. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Must be bondable. c. Certified Public Accountant (CPA) designation preferred. 3. Knowledge, Skills and Abilities: a. Knowledge of economic and accounting principles and practices. b. Knowledge of business and management principles involved in strategic and financial planning. c. Working knowledge of spreadsheet, word processing and database programs. d. Working knowledge of laws and regulations governing accounting responsibility and budgeting procedures. e. Ability to maintain the City financial software and database system. f. Skill in the art of diplomacy and cooperative problem solving. g. Ability to exercise reasonable judgment and make sound decisions; be self-motivated; assign, supervise and evaluate the work of subordinates; address employee performance problems. h. Ability to analyze and solve complex problems; analyze situations and make sound recommendations. i. Ability to prepare and present effective reports and oral presentations; manage department budget; make decisions and perform efficiently under pressure/ deadlines. j. Ability to coordinate work and services with multiple organizations; develop, implement and evaluate programs; communicate professionally and effectively (orally and in writing); compose professional correspondence, reports, contracts, and other documents. 8. Assist HR-Finance Director with audit functions; gathers information, inspects, counts, etc. as assigned or delegated; coordinates with external financial auditors, providing working papers, schedules and information as requested; coordinates field testing of financial records. 9. Assist in the administration of current and long-term financial and strategic planning activities. 10. Assist in developing, implementing, and monitoring cost-effective insurance programs to cover city-owned property, vehicles, and employees, including surety bonds. 11. Supervise the personnel in the HR-Finance Department as directed by the HR-Finance Director. 12. Attend City Council meetings as assigned. 13. Perform other duties as assigned. ---PAGE BREAK--- 3 WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to attend meetings, etc. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5.
