When Millcreek incorporated at the end of 2016, the City Council adopted the bulk of Salt Lake County's zoning code, as-is, with no changes. Thank you for choosing Millcreek as your home! ordinances and make recommendations over time for revisions. In large part, the County's zoning code was written and adopted decades ago. There was little done over those decades to amend the ordinances to keep up with growth and with changes in state law. In particular, in 2005, the Utah Legislature wholly revamped the zoning powers it grants to counties, yet the County code was not brought into compliance. A substantial impetus for incorporating Millcreek was to take local control over zoning. One of the City Council's first actions was to appoint a Planning Commission. More than 40 Millcreek residents applied for the seven regular and two alternate positions. In January 2017, with a full complement of members, the Planning Commission began reviewing Millcreek's zoning ordinances. Over the past eight months, the Planning Commission has held more than a dozen workshops, work meetings, and public meetings regarding revisions to the zoning code. Based on the Planning Commission's recommendations, and additional public input, the City Council has adopted a new commercial zones ordinance and a revised Foothill and Canyons Overlay Zone (FCOZ). There are new definitions and the conditional use ordinance has been updated. A new MD zone has been adopted to encourage a mixed variety of uses in the Meadowbrook area. The Planning Commission recently recommended changes to the M zones (manufacturing), and the City Council will be considering adoption of the proposed revisions at its September 25, 2017 meeting. Both topics will be discussed at the Planning Commission's Sept. 20th hearing. Also thank you, John Janson, Millcreek resident and professional planning consultant, who agreed to help for a ridiculously low contract amount and has spent far more time on these issues than he ever committed. You can keep up by periodically visiting the Pending Zoning Ordinance Amendments page on the City's website. Upcoming Public Hearing on Leaving SLVLESA MILLCREEK. The City Council is considering whether to leave the Salt Lake Valley Law Enforcement Service Area (SLVLESA), which is the district that raises taxes for the Unified Police Department (UPD). The UPD would continue to provide our police services, but we would gain more control over service and funding levels. To determine the financial effect of leaving SLVLESA, the Council hired Lewis, Young & Burningham (LYB) to conduct a feasibility study. We will be having a public hearing at 7PM on September 11th, Salt Lake Christian Center, 4300 South 700 East, to present the results of the study, and to receive comments regarding the method currently used to pay for police services (just the method not police services themselves). There could be revisions next week, but LYB has authorized us to release the substantially complete report now. We look forward to seeing you at the September 11th hearing. Subscribe Past Issues Translate ---PAGE BREAK--- 11/1/2018 Update on zoning revisions 5/5 I-80/I-215 Construction MILLCREEK. The bridges on Foothill Drive leading to southbound I-215 are now open (hooray!). Construction crews should be idle over the Labor Day weekend. After that, there will be periodic lane closures to complete the work in the area, but maybe the worst of it is over? Here's UDOT's weekly newsletter. Many Millcreek residents wrote to us expressing appreciation for last week's article on panhandling. Others, while agreeing with the message that contributions are better directed to nonprofit agencies, expressed concerns about unattributed anecdotes and the tone of the article. The specific anecdotes we mentioned are substantiated by the UPD and by many witnesses, and we stand by them. However, in retrospect, we apologize for the article's tone and rhetoric. Our intent was not to trivialize homelessness and poverty, which are complex social issues that are not easily solved. We could have made the point about donating to charities without vilifying some panhandlers as hucksters. Thank you to those who took the time to point this out. Nostra culpa.
