1 Job Announcement Grants / CDBG Administrator Opens: Tuesday, January 5, 2021 Closes: Open until filled Will begin reviewing applications on 01/20/2021 Status: Full-Time Hiring Range: $25.00—$30.00 per hour Competitive Benefits Package—see page 5 Under the direction of the HR-Finance Director, the Grants / CDBG Administrator performs a variety of technical, professional, and complex administrative duties related to writing, securing, and coordinating the compliance of various entity-managed federal or state grants. The Grants / CDBG Administrator is also responsible for coordinating efforts to secure outside financial funding and support for various capital improvement and environmental projects. Meet performance standards established with the employee’s supervisor. 2. Meet with department heads, engineers, and other City staff to evaluate grant feasibility and to determine the scope and need for projects. 3. Utilize search tools and attend local meetings to identify possible grant opportunities. 4. Prepare grant applications, proposals, correspondence, and other documents for new and existing grants, meeting deadlines as required. 5. Monitor and track submitted, pending, and on-going proposals; interact with funding organizations regarding status of grant applications. 6. Coordinate with various organizations offering grants for local governments regarding various projects to secure joint funding. 7. Monitor secured federal and state grants and procurement guidelines to maintain compliance with grant specifications and conditions, and to ensure proper use of funds. 8. Develop and present periodic reports (i.e. newsletters, annual reports, brochures), presentations, and reviews of program impact and progress; distribute reports to various executives, administrators, affected departments, and grantor agencies, as necessary. 9. Assist in preparing annual budget for grant applications; create and maintain budget spreadsheets to prepare reimbursement requests; develop and maintain grant fiscal records; maintain project information as needed to verify and validate draws against grants. 10. Serve as a liaison between Millcreek and Salt Lake County to ensure compliance of CDBG requirements and of expenditures for CDBG hard cost allocations from Salt Lake County. ---PAGE BREAK--- 2 11. Coordinate with Millcreek Public Works Department and Salt Lake County to ensure that all procurement and reporting requirements related to CDBG hard cost grants are fulfilled. 12. Perform other duties as assigned. POSITION(S) SUPERVISED This position has no supervisory responsibilities. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Bachelor’s Degree from an accredited school in business administration, public administration, accounting, finance, or closely related field; AND b. Four years experience in finance, accounting, grantsmanship, or related field. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. 3. Knowledge, Skills and Abilities: a. Considerable knowledge of: basic accounting, administrative practice and procedures, grammar, spelling, and punctuation, telephone etiquette, and various office machines, i.e. ten key, copy machine, etc. b. Knowledge of computer hardware and software programs, including Microsoft Office Suite (Word, Excel, Outlook), and internet applications. c. Oral communication and interpersonal skills to explain rules and procedures clearly to staff and the public. d. Ability to exercise initiative, independent judgment, and to act resourcefully under varying conditions; communicate effectively verbally and in writing. e. Ability to establish and maintain effective working relationships with fellow employees, elected officials, and other agencies of the public. f. Ability to establish and maintain comprehensive records and files. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to attend meetings. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5.
