A Millcreek resident recently petitioned the city to consider changing city ordinances to allow residents to board dogs in their homes. The resident's proposal is that dog-boarding businesses could be located in a single-family zone and on property that is at least 6,000 square feet in area. "Dog boarding" could include anything from dropping off dogs for the day for dog sitting or dog walking, to dropping off dogs for ---PAGE BREAK--- 3/27/2019 Should Millcreek allow dog boarding in residential neighborhoods? 2/6 3450 E. The Planning Commission recently recommended that residential dog boarding be allowed, but that only two dogs at a time or four dogs per day would be allowed on a property. The Planning Commission also recommended that regulations include the humane treatment of animals, controls of noise and odor, and limits to pick-up and drop- off times. Some residents have expressed support for the changes, but others are concerned about the impact to surrounding neighbors, particularly in terms of barking and the noise and traffic generated by people picking up and dropping off their dogs at a home. Although Millcreek residents can own as many dogs or cats as they want provided they are not a nuisance, residential dog boarding currently is not allowed in our code. Nevertheless, this use is occurring to various degrees in our neighborhoods already. A recent review of rover.com (like Uber or airBNB, but for dog boarding) showed that nearly sixty Millcreek residents are currently boarding dogs in their homes for a fee. Before the Millcreek Council considers this petition, we are looking for your input on whether or not this is a use that you think is compatible with your single-family residential neighborhood.
