TOWN CENTER OVERLAY ZONE AMENDMENTS OPEN HOUSE AND MEETINGS SCHEDULED MILLCREEK. Last year, Millcreek adopted a Town Center Overlay Zone (TCOZ) to promote the creation of a walkable mixed use town center. Since then, the City has adopted the City Center Master Plan, which provides a more detailed vision of the area. The goals and objectives of the new master plan will require amendments to the TCOZ, including new development design requirements and use standards. We want to hear from you. What design and use requirements would you like to see implemented? Your input is important to the City's decision-making process. Please come and be heard.
