MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School Library February 5, 2019, 6:00 PM Pledge of Allegiance Council Members Present: North: Richard Williamson, Brian Jorgensen, Kate Johnson South: David Baird (Chair), Joan Haven (minutes), John Knoblock, Phong Nguyen, Chuck Pruitt, Kumar Shah, Ken Smith City leaders and staff in attendance: Cheri Jackson, City Councilwoman; Rita Lund, Communications and Programs Director MINUTES: The amended minutes of the last meeting, held on January 8, 2019 were approved. Phong Nguyen motioned to approve the amended minutes. Kumar Shah seconded. Thank you, John Knoblock. REPORTS: Unified Police Department: Detective Bettina Allen is the temporary transition replacement for Sergeant Ronnie Prescott who has been reassigned given his recent promotion to Sergeant. Detective Allen reported on the assault that occurred in the Churchill Jr High parking lot on Friday, 25 January. The perpetrators were captured the next day. The investigation is on- going. She also reported on the Granite District School lockdown that occurred on 22 January. A male caller had phoned a school in the SLC school district saying he was going to kill a student. A mix-up occurred in that it was reported that a student in the Granite School District was the target, thus the GSD lockdown. No one has been harmed and the caller has not been identified. The crime statistics for Olympus Cove (and all of Millcreek) can be found on the city’s website. The MOCC expressed their congratulations to Sergeant Prescott for his promotion and for earning recognition as Officer of the Year. The MOCC presented a signed congratulatory card and asked Detective Allen to give it to him. Unified Fire Authority: Division Chief Rhoades reported that the UFA is hiring. He has been very busy training new recruits. Twenty-nine of them will graduate in April and May. Seventy thermal imaging cameras have been purchased. Station 112 reports no significant incidents. Monies will be available to Station 112 for a fuels management team. David Baird stated he has areas where this can be applied, partially to be used for a “chipper day” for overgrown, high fire risk homes adjacent to the wildland interface. UFA will coordinate with David Baird on possible addresses maximizing the use of the chippers on the most susceptible properties (specific addresses still TBD). ---PAGE BREAK--- Councilwoman Cheri Jackson reported that the General Plan will be adopted at the next City Council meeting. She also stated that HB 262 addresses the return of Brickyard Plaza to Millcreek. This has been a contentious issue for decades. Joan Haven suggested that most people do not understand the history involved in how it came to be that cities could annex commercial properties and refuse annexation of residential properties. Further, the State Legislature has had a hand in enacting the laws that allowed this to occur. Thus, it is reasonable that the State Legislature remedy the situation. Phong Nguyen commented that the Millcreek Newsletter (via email) sent on February 1, 2019 provided good information on the “Appeal for Return of the Brickyard.” Chairman David Baird reported he had had a meeting with UDOT and city officials regarding the redesign of the I-215 ramps and 3900 South. Re-alignment of Wasatch Boulevard (in order to consolidate the east and west parcels of the proposed village center) was discussed but is difficult and may not occur. COMMUNITY INPUT: none BUSINESS: 1. Jupiter Jump: David reported that he is setting up meetings with the neighbors most impacted by the proposed re-grade of Jupiter. He stated there may be a less expensive option involving a raised median but that would restrict one of the driveways to a right in/right out only access. He wants to discuss that with the homeowner first before proceeding with further recommendations. Rita Lund stated that John Miller, City Engineer, wants MOCC’s CIP recommendation on the Jupiter Jump in writing. 2. Community Clean-up: The date of the next clean-up was set for Saturday, 7 September 2019. John Knoblock reported he will be looking into getting the water hook-up for the south side of Lane in preparation for further landscaping on that parcel. It may be a year before water can be installed. This will give us a year or two to see how last year’s plantings on the north parcel are doing. Joan Haven suggested that MOCC funds be alternated each year between a project for the north area and the south area. David Baird suggested we continue with the matching funds concept. Joan suggested improvements to Fortuna Park could be the focus of this year. 3. MOCC By-laws update: Joan has been working on updating the by-laws. Suggestions made by Richard have been incorporated into the document. Further comments were made this evening by several members and Joan will put those into the document. The updated revision will be e-mailed to all MOCC members for a final review. Voting to accept the by-laws will occur at the next meeting on 5 March. 4. Estimated Volunteer Hours: members reported their January volunteer hours to Rita Lund. 5. Recognition of Joy Goddard: Joy has resigned her position on the MOCC due to conflicts in schedule. The MOCC recognized her years of service with a signed card and a gift certificate which David Baird will deliver to her. ---PAGE BREAK--- Meeting adjourned at 7:08 p.m. Next meeting will be held Tuesday, 5 March 2019, at Churchill Jr. High School Library.
