1 MOUNT OLYMPUS COMMUNITY COUNCIL November 6, 2018 6:00 pm INTRODUCTIONS Pledge of Allegiance Introduction of Council Members In Attendance: David Baird (Chair), Joan Haven, Kate Johnson, Brian Jorgensen John Knoblock, Kumar Shah, Ken Smith Richard Williamson (minutes) Excused: Joy Goddard, Chuck Pruitt Minutes: Minutes from October 2, 2018 were discussed and approved by MOCC. Special thanks to Richard Williamson. REPORTS: UPD: Officer Prescott reviewed Case Reports for October 2018 for Mt. Olympus Community.  The police cleared out a transient village in the area of Parley’s canyon and adjacent areas near I-80.  Office Prescott’s undercover patrol car was vandalized (spray painted) in the Grandeur Peak Trailhead parking lot, however, the perpetrator was found. UFA: Captain Ayers reviewed the UFA events from October 2018. BUSINESS: 1. Central Wasatch Commission Central Wasatch National Conservation and Recreation Area Act Ralph Becker, the Executive Director of the Central Wasatch Commission, shared information with MOCC about the new draft of legislation being revised which includes removing Alta Ski Resort from the land exchanges. Other references for discussion about CWC include the following weblinks and SLTribute articles: ---PAGE BREAK--- 2 MOCC Discussion: John Knoblock made a motion that MOCC support the direction of CWC, and the motion was sustained. Seven out of 10 MOCC members voted in the affirmative for the motion to show support to CWC. One MOCC member Williamson) did not vote neither for, nor against the motion “due to insufficient time to review the draft legislation.” The remaining two MOCC members were absent. 2. Mayor Silvestrini Mayor Jeff Silvestrini discussed the Town Center, Community Reinvestment Area (CRA), the purpose of the blight study, and made reference to the newly updated Millcreek website, He also discussed that the Millcreek Community Council ballots have been collected at City Hall. Mayor Silvestrini, and others, helped direct the Unified Police task force to clear out a transient village in the area of Parley’s canyon and adjacent areas near I-80. If anyone is “interested in meeting with Mayor Jeff Silvestrini, he is available on Friday's from 2-4 p.m. Please call City Hall at [PHONE REDACTED] to schedule an appointment.” 3. Text Amendment of Dog Walking and Boarding Mr. Robert May from Millcreek Community Development asked for MOCC’s recommendation regarding the Text Amendment to ZT-18-011 for Dog Boarding and Dog Walking Businesses – and the Conditional Use permit for Residential zoned areas. There was discussion regarding the conditional use and check lists which may be included into the Amendment, however, the draft text was not presented to MOCC and a recommendation could not be given at this time. Lot size, safety concerns, and neighborhood impact, among other details, were discussed openly. MOCC Discussion: Brian Jorgensen made a motion that MOCC wait until the text amendment from Millcreek staff review is complete, with all of the draft ordinances included, for the Dog Boarding/Dog Walking Businesses conditional use and check list, and then MOCC will proceed with their recommendation.” The motion was sustained, and MOCC members present all voted unanimously to the motion. 4. Millcreek General Plan – John Janson The Millcreek General Plan was discussed by John Janson, reviewing the purposes for the future land use, vision for the community, affordable housing plans, village centers, etc. “The plan will serve as a policy guide for the City over the next ten to twenty years. Millcreek Together will be a collaborative and inclusive process in which all residents are encouraged to participate.” For more information, see ---PAGE BREAK--- 3 MOCC Discussion: Kumar Shah made a motion that MOCC approve the Millcreek General Plan with the addition of including the missing items which should be indicated on the General Plan map (including Oakridge Elem. and local church buildings), and as discussed with John Janson by MOCC members present during today’s meeting. The motion was sustained, and MOCC members present all voted unanimously in the affirmative. Meeting Adjourned at 8:45 pm.
