Project Overview Millcreek is proposing a roundabout at Upland Drive and Virginia Way to address traffic congestion and improve safety. Commuter and student traffic during morning and afternoon peak hours causes congestion near Skyline High School, which increases the likelihood of traffic accidents. Because of the high traffic volumes on Upland Drive, the intersections at Birch Drive, Virginia Way, and I-215 northbound on-ramp also experience congestion. The rebuild of Skyline High School in 2022 and increased student enrollment is expected to worsen the existing traffic problems. The eligibility determination and effect the project would have on eligible properties are made by UDOT in consultation with the Utah State Historic Preservation Office. Identify Impacts—During the final design phase, Millcreek will identify which properties will be impacted to construct the improvements. 2. Communicate with Property Owners—A right-of-way agent will contact each impacted property owner to explain the process and help them understand the exact area to be purchased for the improvements. 3. Determine Property Value—A qualified, independent appraiser will determine the fair market value of the property needed. 4.
