MILLCREEK. Those concerned about the prospect of a new, large gravel mine in Parleys Canyon should be on the alert concerning two bills currently working their way through the Utah Legislature this session. Both bills, if passed, would ensure that the Parleys gravel pit on Millcreek’s doorstep, becomes a reality. Both Senate Bill 172 (sponsored now by Utah County Senator Curtis Bramble) and House Bill 502 (sponsored by Cache County Representative Casey Snider) pre-empt local control of gravel pits and impose unwarranted, expensive demands upon local governments to accommodate the gravel industry. These bills would immediately allow a new gravel mine on the south side of I-80 just above the mouth of Parleys Canyon Forecast to be 50 times the size of the existing Kilgore pit on the north side of I-80, the proposed Parleys Canyon gravel mine threatens Millcreek and Salt Lake County with unacceptable additional PM 2.5 and PM 10 dust pollution, all of which would be blown down the canyon wind tunnel into our air shed. This proposed mine creates dust that is not only a nuisance to our property and a threat to our health, it also portends other adverse consequences to our city, county and state. For example: If our state does not demonstrate efforts to attain or does not actually attain acceptable air quality levels along the Wasatch Front, federal funding for transportation in Utah could be halted. That would paralyze our state’s ability to respond to our fast growth with additional transit and transportation projects and planning. At a time where we have critical concerns about getting water into the Great Salt Lake, such an operation in the GSL drainage would consume ---PAGE BREAK--- millions, if not billions, of gallons of water to try to limit that dust. Cities would be required to identify additional areas for mining operations, thus expending taxpayer funds to do the work that private concerns should be performing. City taxpayers would also have to foot the bill to extend infrastructure, like roads and sewers, to serve private mining concerns within two miles of a municipal boundary. If this sounds outrageously overreaching, it is exactly that. To benefit a few private mining interests, the legislation would harm our air and the GSL, and impose unfunded mandates on taxpayers across the state. We have been actively lobbying against these bills over the last few weeks. Our own Millcreek legislators are informed and oppose this legislation. However, the only thing likely to stop these bills from passing is enough people expressing concern to their legislators, particularly the sponsors and committee members on house and senate natural resources committees, and Governor Cox. If you know folks who live in the districts these sponsors serve, encourage them to speak out to them. Legislators care more about what their own constituents think than the opinions of people outside their districts. Please help! Only a huge volume of opposition will STOP this industry-led effort to transform our state motto to ---PAGE BREAK--- “Life Excavated!” Below is a list of legislators you could contact. Urge them to oppose these bills and to support further study of Utah’s need for gravel aggregate and the actual incremental transportation costs of obtaining this material from areas where the air quality and water usage concerns are not so critical to our welfare. On Monday, February 12th, the Millcreek City Council unanimously passed a resolution demanding the resignation of Natalie Cline from the Utah State Board of Education. The Council took action in light of Cline's posting of a photo earlier this month of a high school athlete, in which she falsely implied that the student is transgender, thereby encouraging online vitriol and threats in the comments that put the student, her team, her school, and her community in danger. Expect traffic shifts and new traffic control configurations as crews begin work on the west side of 900 East. The full- depth roadway reconstruction will happen this year, so please plan ahead and expect traffic impacts and travel delays. During construction use caution while traveling through the work zone and follow all traffic control devices. This construction is anticipated to be completed by the end of summer 2024. WHAT TO EXPECT: Daytime work Monday through Friday from 7 a.m. – 5 p.m., Saturday work as needed Increased noise, dust and vibration throughout the project area Intermittent driveway, sidewalk and lane closures Temporary water shutoffs throughout the project area Driveway removals and reconstruction Traffic shifts and travel delays Please note that all construction schedules are weather- and materials-dependent and subject to change. PROJECT OVERVIEW Millcreek is reconstructing 900 East between 3900 South and 4500 South to enhance this critical corridor and match the road north of 3900 South. These improvements will include reconstructing the roadway, upgrading the sidewalks and pedestrian ramps to meet Americans with Disability Act (ADA) standards, installing new curb and gutters, and widening shoulders.
