MOUNT OLYMPUS COMMUNITY COUNCIL Churchill Jr. High School February 16, 2016 - 7:00 PM Pledge of Allegiance Introduction of Council Members In Attendance: Jeff Silvestrini (Chair), Jemina Keller, Ken Smith, Joan Haven, Joy Goddard, David Baird, Kumar Shah, Chuck Pruitt Excused: John Knoblock and Pasu Pasupathi Minutes Minutes from the February 2, 2016 meeting were not yet circulated and so minutes were not ratified. Reports: UPD: Sgt. Stanton (Scott) VanWagoner. Capture of a burglar right near Oakridge. A search warrant of the burglar’s residence provided stolen property and heroin. Jeff S: reported a burglary on Crestwood Drive where large appliances were stolen. Discussion ensued about heroin, opiates and burglary prevention. UFA: Captain Fernando Rivero nothing new to report from UFA #112, but will discuss the Wildland Fire Clinic planning later during MOCC business. Battalion Chief Brad Larsen was in attendance as well. Residents commented at #112 about hydrants buried by snow – and Captain Rivero reported this to SLC Public Utilities. We hope they take care of ‘flagging’ the hydrants. Leslie Reburg SLCo Representative for Sam Granato: Interlocal agreement agreed upon between SLCo and MSD for services. Ms. Reburg reported that Councilman Granato will stay very close to projects and prioritization for Millcreek services throughout 2016 before Millcreek incorporates. BUSINESS 1) Update on Application 29652; 4294/4302 S. Adonis Drive Conditional Use Permit application. The MTPC had a majority of commissioners about approving an accessory structure more than 1200’. The MTPC denied the CUP. They offered the property owner to go back and reapply with a different plan. 2) Grandeur Peak Trailhead Parking: John Miller and Jena Carter from SLCo Office of Township Services. Jeff introduced John and Jena and the purpose of the parking study. John summarized the findings of the study: Labor Day and the weekend prior was the timeframe; discussed survey area (excluded Warr Road & Cascade Way due to resident ---PAGE BREAK--- permit parking); reviewed peak times, reviewed overflow and overcapacity; vehicle burglaries occurred during the survey time; users complaining about being locked in. Conclusions: Need for additional legal parking at Grandeur Peak. Need 40 spaces to account for peak demand. Recommendations: identify opportunities for additional parking, shoulder enhancement, on-street parking on Wasatch Blvd and other options as per the study. John turned the floor over to the MOCC and asked for a letter of recommendation as to how to address this issue. Battalion Chief Larson reported that UFA requires 18’ feet of clearance for vehicular and apparatus access - to the effect that parking could essentially be permitted along Wasatch Blvd at the north end. Discussion ensued about overflow parking at Eastwood, and Jeff took a show of hands as to whether or not the community prefers parking along Wasatch Blvd (they do not). Jeff summarized: need to discuss the expansion to the north and Utah Open Lands; restriping the lot to maximize parking, do not stripe Wasatch Blvd to the south of the gate; work on overflow parking at Eastwood with Don Adams from Granite School District. A motion was proposed that carried unopposed by Joy Goddard for the aforementioned recommendation. Jeff will prepare the letter to SLCo and John Miller. 3) Wildland Fire Clinic: 4/23/2016, Saturday 10a-1p. The clinic will be held in the west lot of Churchill Jr. High School. Plans Capt. Rivero reported on to date: Capt. Riley Pilgrim, the wildland fire expert will do one talk per hour; crew of Station #112 will be there to answer questions and show a GIS map that will flag the high danger areas; several Type 1 / Type 3 trucks will be on hand; these act as structural apparatus and wildland fire truck; a Type 6 truck will be on hand.
