Finance Committee Minutes Tuesday August 18, 2015 6:30 PM City Council Chambers Call to Order Since the Personnel and Finance Committees Meeting Jointly was in order just prior to the Finance Committee meeting, the Finance Committee did not adjourn from that meeting but continued meeting solely at 6:45 P.M. Roll Call Continue to be Present from the Prior Meeting: Teal, Sullivan, West, Richard Approval of Minutes 1) August 4, 2015 Finance Committee Minutes Moved by Teal, seconded by West, to approve the August 4, 2015 Finance Committee Minutes. Motion Passed. 4- 0. Audit Bills Moved by Teal, seconded by Richard, to recommend approval of the Audit of the Bills, including a payment of $27,481.95 to Newcomb Materials. Motion Passed. 4- 0. Resolutions 1) 2015-44 Establishing Enterprise "Fund 640, Middleton Utility District # 1"-Contingent Upon Common Council Approval of Establishing Districat # 1 (City Attorney) Moved by Teal, seconded by West, to recommend approval of Resolution 2015-44 Establishing Enterprise "Fund 640, Middleton Utility District # a non-lapsing fund, Contingent Upon Common Council Approval of Establishing District # 1. Motion Passed. 4- 0. 2) 2015-41 Establishing Enterprise Fund 630, Storm Water, A Non-Lapsing Utility Fund (Finance Director) Moved by West, seconded by Teal, to recommend approval of Resolution 2015-41 Establishing Enterprise Fund 630, Storm Water, A Non-Lapsing Utility Fund. Motion Passed. 4- 0. 3) 2015-43 Support Development of a City of Middleton Parks Endowment Fund By End of Calendar Year 2015 (PRFC 8/3/15) Moved by Sullivan, seconded by Richard, to recommend deferral of Resolution 2015-43 Support Development of a City of Middleton Parks Endowment Fund By End of Calendar Year 2015 so that the resolution may be re-drafted to have the endowment established for the entire Public Lands Department, not simply for Parks. Motion Passed. 4- 0. Agreements/Contracts 1) Agreement with R.H. Batterman Company, Inc. for Design Engineering Services - Park Street and High Road Reconstruction ($65,014.56) (15-126) (PWC 8/10/15) Moved by Teal, seconded by Richard, to recommend approval of the Agreement with R.H. Batterman Company, Inc. for Design Engineering Services - Park Street and High Road Reconstruction in an amount not to exceed $65,014.56 (15-126). Motion Passed. 4- 0. Miscellaneous 1) Creation of Middleton Utility District #1 (City Attorney) Moved by Teal, seconded by West, to recommend approval of the Creation of Middleton Utility District Motion Passed. 3- 1 (Richard opposed). 2) Pleasant View Golf Course Patio Concept Plan-Details Handed Out At Meeting (Golf Committee) Pleasant View Golf Committee Chair Terry Turner presented concept drawings and a discussion regarding an upgrade and enlargement project for the Pleasant View Golf Course patio. Turner stated that the current patio configuration seats 75 ---PAGE BREAK--- Finance Committee Minutes August 18, 2015 Page 2 patrons. The expansion will double that capacity. Pleasant View Golf Course General Manager Jeremy Cabalka stated that especially during Golf leagues in the evening there are upwards to 300 patrons at Pleasant View. Due to the limited seating patrons leave Pleasant View after playing golf rather than stay to enjoy the facilities. The expansion is expected to increase food and beverage sales revenue. Since this issue is included in the 2016 Pleasant View Golf Course budget request no action was taken by the Finance Committee. 3) Appeal of Claim for Ambulance Charge Reimbursement (Mayor Sonnentag) Moved by West, seconded by Richard, to deny the Appeal of Claim for Ambulance Charge Reimbursement. Motion Passed. 4-0. Moved by Sullivan, seconded by West to ask the Public Works Committee to have a comprehensive sidewalk inventory performed to identify sidewalk sections that are in need of beveling to increase safety and thereby reduce potential tripping hazards. Motion Passed. 4- 0. Adjournment Moved by West, seconded by Richard, to adjourn at 7:26 P.M. Motion Passed. 4- 0.
